POSITION SUMMARY

Manitoba’s Huddle Integrated Youth Services (IYS) is a province-wide initiative that transforms how youth and families access mental health, substance use, and wellness supports. Rooted in the internationally recognized IYS movement, Huddle works in partnership with communities, service providers, Indigenous leaders, policy makers, and funders to build a more accessible, youth-centered system of care. United Way Winnipeg serves as the administrative host and backbone team for this work, coordinating collaboration and driving system-wide change.

Reporting to the Evaluation & Research Lead, Huddle, the Data Steward, Huddle will manage Huddle’s data assets to ensure quality, privacy, and compliance, while supporting research, evaluation, and reporting. You will develop and maintain data infrastructure and governance processes, working closely with the United Way Winnipeg Impact & Innovation Team and the IYS-Net Research Team at the University of Manitoba. This position also contributes to national working groups and projects supporting the pan-Canadian IYS data platform.

The Data Steward plays a vital role in strengthening how Huddle learns, adapts, and demonstrates impact—helping to shape a more responsive and equitable system of support for youth across Manitoba. Funding for this position has been secured for a minimum of two years.

RESPONSIBILTIES

  • Oversee the Huddle IYS Data Platform, including data entry support, preparation, storage, archiving, and overall quality management.
  • Ensure staff and partners across Manitoba’s Huddle sites have timely and secure access to accurate, usable data.
  • Monitor and analyze data to support quality assurance, evaluation, and continuous improvement of services.
  • Support governance, data integrity, security, and compliance with Indigenous data sovereignty principles (e.g., OCAP®, OCAS, Inuit Qaujimajatuqangit), as well as anti-oppressive practices.
  • Collaborate with the Data and Governance Advisory Group, IYS-Net Research Team, and other partners to develop and maintain data governance frameworks, management plans, and data sharing agreements.
  • Provide guidance and training to end-users (Huddle hub staff, youth, and community stakeholders), both virtually and on-site at Huddle locations across Manitoba.
  • Work with data analysts, developers (Greenspace), and facilitators to identify and implement user-friendly data tools and improve platform usability.
  • Contribute to national working groups, committees, and projects that strengthen the pan-Canadian Integrated Youth Services (IYS) data platform.
  • Ensure data is shared securely and reliably with the pan-Canadian IYS Network and that agreements are in place across all Huddle sites.
  • Travel regularly to Huddle hub locations across Manitoba.
  • Embed Huddle’s core values in all aspects of data stewardship and collaboration.

QUALIFICATIONS/EXPERIENCE

The ideal candidate will be a collaborative team player who is passionate about using data to drive innovation, system transformation, and collective impact. You take initiative, build strong relationships with diverse partners, and use data to improve outcomes for youth and families.

We are looking for candidates with the following qualifications or an equivalent combination of education and experience:

  • Degree in Computer Science, Bioinformatics, Neuroscience, Information Science, Information Technology, Epidemiology, or related scientific field, or a Master’s or PhD in a relevant health sciences, social sciences, or related field from a recognized institution.
  • Strong knowledge of data management across the full lifecycle (creation, processing, analysis, preservation, access, and reuse).
  • Understanding of data systems, models, and structures, with experience in youth mental health data and clinical/sociodemographic datasets preferred.
  • Proven ability to manage multiple projects and adapt to shifting priorities and deadlines.
  • Strong skills in decision-making, problem-solving, and risk management.
  • Demonstrated ability to work effectively as part of multidisciplinary teams, including youth, families, researchers, clinicians, and community stakeholders.
  • Knowledge of equity, diversity, inclusion, and Indigenous collaboration, with a commitment to decolonizing, trauma-informed, and anti-oppressive practices.
  • Strong interpersonal, coaching, and communication skills, with the ability to explain complex information in accessible ways.
  • High level of integrity, professionalism, confidentiality, and sensitivity.
  • Excellent organizational and time-management skills.
  • Ability to work independently with minimal supervision.

The following qualifications and experience are considered an asset:

  • 5+ years of experience managing data platforms, including data architecture or data management functions.
  • 5+ years of experience with Python and SQL.
  • Experience with structured and unstructured databases (e.g., PostgreSQL, MySQL, object storage).
  • 3+ years of experience with ETL tools (e.g., Apache NiFi, Apache Airflow).
  • 3+ years of experience with data visualization tools (e.g., Superset, Tableau).
  • Ability to create clear narrative summaries of data and prepare reports for a variety of audiences.
  • Experience working in the mental health and substance use system is an asset, particularly with large-scale implementation, knowledge mobilization, or research initiatives.
