The Infrastructure Planning and Priorities Branch of the Ministry of SaskBuilds and Procurement is responsible for ensuring that infrastructure investments are future-focused and aligned with provincial priorities.
Infrastructure Planning and Priorities is looking for innovative leaders across Government to join this fast-paced team. The Integrated Capital Planning unit is seeking to fill a Consultant, Capital Priorities position to support in the development and oversight of the Saskatchewan Capital Plan. This position is primarily responsible for providing succinct written advice and analysis on infrastructure decisions across Government.

Reporting to the Manager of Capital Priorities, the primary duties will include:

  • Cultivating relationships with senior leaders, ministries, agencies, Treasury Board Crowns, and other stakeholders;
  • Communicating expectations, explaining complex and changing information to diverse audiences, and handling sensitive information;
  • Analyzing and evaluating public sector and third-party infrastructure projects, programs and Budget proposals;
  • Monitoring economic trends, public policy issues, and key short and long-term metrics to support evidence-based analysis;
  • Managing and analyzing aggregate data to support the performance monitoring of the Saskatchewan Capital Plan; and,
  • Presenting advice to senior leadership and elected officials.

The successful applicant will be detail-oriented and able to demonstrate strong leadership, initiative, resourcefulness, discretion, and creative problem solving in a fast-paced environment. They will possess sound knowledge and understanding of current public policy issues and global trends that could impact Saskatchewan and have strong analytical, negotiation and time management skills.
Typically, the successful candidate will hold a bachelor’s degree, recognized professional designation such as a CPA, RPP or PMP or an equivalent level of education and several years of related experience.
Job classification level will be scaled based on a combination of education and demonstrated experience.
Preference will be given to individuals with experience in capital planning, major capital projects, asset management and data analysis.
