Reporting to the Manager, NWT 9-1-1, as theEmergency Systems Specialist, NWT 9-1-1, you are the technical backbone of the Emergency Communications Centre. In this role, you ensure that the life-safety systems used by dispatchers and emergency responders are reliable, secure, and integrated-24 hours a day, 365 days a year.

You oversee the planning, implementation, and continuous operation of mission-critical technologies, including computer-aided dispatch (CAD), telecommunications systems, radio and satellite communication networks, NWT Alert public alerting services, and systems supporting Med-Response. You act as the primary subject-matter expert for emergency technology within the Government of the Northwest Territories, advising system design, cybersecurity, regulatory compliance, and Next Generation 9-1-1 readiness.

You collaborate closely with partners such as the Technology Service Centre (TSC), Information Systems Shared Services (ISSS), the Office of the Chief Information Officer (OCIO), public safety agencies, telecommunications providers, and federal regulators. You also liaise with equipment vendors, participate in national working groups, and support GNWT obligations under CRTC regulations.

This position includes providing certified Emergency Medical Dispatcher (EMD) coverage during breaks and meal periods and participating in on-call rotations to maintain continuous service during emergencies or major incidents.

Key Responsibilities:

• Manages the day-to-day information, telecommunications and radio systems of the Emergency Communications Centre, NWT 9-1-1, NWT Alert, Office of the Fire Marshal and Med-Response.

• Develops and delivers emergency services systems end-user training.

• Conduct systems analysis related to public safety technologies, including the technical planning and implementation of Next Generation 9-1-1.

• Provides emergency services systems subject-matter expertise and advice as required for planning and policy development.

• Establishes and maintains relationships with a wide variety of stakeholders.

• Provides surge, critical-scale incidents, mealtime, and break time coverage to the Emergency Medical Dispatchers -NWT 9-1-1.

• Practices self-care, self-rescue, self-wellness and stress management.

Knowledge & Skills:

• Comprehensive understanding of 9-1-1 technologies, radio/telecommunications systems, CAD, medical software, digital logging, and emergency communications equipment.

• Knowledge of relevant legislation such as NWT 9-1-1 Act and Regulations, Emergency Measures Act, Access to Information and Protection of Privacy Act and Health Information Act.

• Understanding of CRTC regulatory requirements for 9-1-1 and NG9-1-1.

• Knowledge of GNWT information management policies and OCIO standards.

• Ability to administer radio, telephony, dispatch, and NWT Alert systems.

• Ability to work with ePublic Safety and eHealth toolsets (interoperable electronic health record (iEHR), electronic medical records (EMR), picture archiving and communication system (PACS), telehealth) coordination of advanced/referral care services and reporting from eHealth systems (support of co-located Med-Response).

• Ability to define requirements for new or enhanced software and databases.

Key Qualifications:

• Bachelor's Degree in information systems, informatics, communications technologies and systems, computer science, telecommunications, engineering, or related area from an accredited institution. Five years of progressive experience in the effective oversight of relevant IT, telephony and radio systems; or
• Canadian Armed Forces QL3 or greater in Army, Naval, Aerospace related telecommunications, information systems, radio networks.
• Direct experience working in emergency services within the NWT, Northern community experience, and/or experience working with NWT eHealth systems would be considered assets.
