The Opportunity

The Healthcare Human Resources Branch within the Ministry of Health has an opportunity for a strategic leader with strong communication skills, experience in a data-related field, and a demonstrated ability to work with a range of stakeholders, for the permanent full-time position of Director, Research and Analysis. This is an exciting opportunity for an innovative individual interested in a role that is fast-paced, has tangible outcomes for the healthcare sector, and involves a wide range of functions. The role within the Research and Analysis unit acts as the foundation for strategy and initiative development in the Ministry and for a wide stakeholder group. The position is based in Regina.

Reporting to the Executive Director, this position will be responsible to:

Strategic Leadership & Planning

  • Lead unit, branch, and Ministry-level planning, tracking, and evaluation.
  • Provide strategic direction on workforce planning and lead annual provincial health human resource forecasting for the sector.
  • Oversee the creation of interjurisdictional scans.
  • Support the Ministry’s budget development process
  • Lead budget planning, tracking, and contract management.
  • Support the development of evidence-based policies using quantitative and qualitative data.

Technical Oversight

  • Lead development and execution of the health system occupational prioritization and profile development process.
  • Ensure the application of advanced statistical and analytical techniques in workforce planning.
  • Promote the use of data visualization and reporting tools to support decision-making.

Information & Knowledge Management

  • Ensure the integrity and accuracy of data outputs and government documents (e.g., briefing notes, CDIs).
  • Lead responses to Freedom of Information requests and ensure compliance with data governance standards.
  • Champion knowledge management practices and continuous improvement in data systems.

Stakeholder Engagement & Collaboration

  • Build and maintain relationships with internal and external stakeholders.
  • Act as a key Ministry contact on workforce planning within the health sector.
  • Advise the Executive Director and other key stakeholders within the Ministry.
  • Represent the Branch at the Government of Saskatchewan, Provincial and Federal tables as required.
  • Facilitate collaboration across units and with external partners to align strategic goals.
  • Participate in committee work.

Team & Resource Management

  • Supervise a six-person team, including a manager and senior policy analysts.
  • Support talent development and foster a healthy, psychologically safe, and equitable work environment.
  • Support branch budget development, tracking, and forecasting.
  • Establish unit priorities, accountabilities, and plans.

The Ideal Candidate

  • You are a results-oriented leader with strong verbal and written communication skills. You bring:
  • Proven experience in data interpretation, analysis, evaluation, and forecasting.
  • The ability to translate data insights into strategic policy recommendations.
  • Proficiency in research and analysis techniques, data presentation, and workforce forecasting and planning.
  • Experience with fiscal and program accountability.
  • Knowledge of international and domestic recruitment issues and concerns.
  • Knowledge of health workforce planning trends and issues, particularly in Saskatchewan.
  • Strong stakeholder engagement skills.
  • Knowledge of government decision-making processes and public sector operations.
  • Strong leadership skills with the ability to manage and provide direction.
  • Ability to act as one team, showing respect and integrity.
  • A drive for excellence through continuous improvement.

Typically, the knowledge and skills required for this position would be obtained through the completion of a post-graduate degree in public/business/health administration, health sciences, or economics. However, a related field combined with several years of senior experience in a comparable technical and strategic role will also be considered.
