Summary Of Functions Reporting to the Senior Manager, Engineering Plan Review, this position is responsible for undertaking engineering-based evaluations of development proposals to ensure conformity with relevant provincial and conservation authority policies, regulations and guidelines. Collaboration with CVC planning staff, municipalities and development proponents to resolve concerns related to development applications is required, along with supporting broader CVC initiatives associated with conserving, protecting, enhancing and restoring water and aquatic resources.

Eligibility Requirements

  • Post-secondary education in engineering, specializing in water resources management
  • Eligibility for PEO registration is an asset
  • Minimum 5 years experience relating to municipal infrastructure servicing or land development engineering
  • Strong working knowledge of watershed planning, natural hazard and environmental resource management principles
  • Familiarity with evolving policies and practices in stormwater and floodplain management, as well as the Conservation Authorities Act and the Lakes and Rivers Improvement Act
  • Working Knowledge of hydrological and hydraulic models: HEC-2, HEC-RAS, OTTSWM, Visual OTTHYMO, PCSWMM, EPASWM, SWMHYMO, GAWSER, etc.
  • Excellent verbal and written (English) communication skills including the ability to interact effectively with technical and non-technical audiences
  • Working experience in erosion and sediment control principles, design, and inspection is an asset
  • Knowledge of geotechnical and/or fluvial geomorphology protection principles and practices is an asset
  • Proven analytical skills
  • Able to critically review work of others to identify issues of scope, sensitivity and/or interpretation

Summary Of Major Tasks Perform the following tasks under direction:

  • Review Planning Act, Conservation Authority Act and other development related applications from a water resources engineering and natural hazard management perspective, identifying where CVC policy and program interests may be affected
  • Review and provide engineering related comments on planning and development related applications, municipal and internal initiatives, as well as comprehensive environmental and technical studies from a water resource and natural hazard management perspective – ensuring coordination with the geosciences
  • Conduct site/field visits in support of permit and planning applications and client inquiries
  • Provide a solution-oriented approach while demonstrating strengths in critical thinking, analytical analyses, and sound engineering and scientific principles
  • Implement CVC planning and regulatory policies and programs as they relate to technical (engineering) matters - in consideration of federal, provincial and regional/local municipal policy
  • Support the review of ongoing updating of watershed and catchment hydrologic and hydraulic models and associated floodplain mapping
  • Collaborate on an ongoing basis with professionals of other disciplines at CVC and partner government agencies
  • Regularly participate in the update and refinement of CVC policies, guidelines, and strategies relating to planning, regulation, and water management services adhering to sound engineering practices/principles. Represent the Authority on external committees related to water management
  • Inspect and evaluate erosion and sediment control measures on construction sites associated with planning and development applications. Communicate findings and recommendations for any necessary improvements to multiple stakeholders
  • Represent the Authority as an expert witness at board hearings and in other legal proceedings as required
  • Provide excellent client service (both internal and external) through effective interpersonal and communication skills
  • Other duties and tasks as appropriate to the position
