We are seeking a Senior Instrumentation & Controls Engineer to join our Electrical, Instrumentation & Control team. In this role, you will lead the development and delivery of sophisticated automation solutions for municipal water and wastewater treatment and distribution systems, leveraging deep expertise in the design and commissioning of field instrumentation, industrial networks, Programmable Automation Controller (PAC), and Supervisory Control and Data Acquisition (SCADA) Human Machine Interface (HMI) systems.

As a senior technical leader, you will be responsible for performing and overseeing the design and integration of Instrumentation and Control Systems (ICS) primarily for municipal water and wastewater treatment and distribution facilities, which include the following responsibilities:

  • Collaborating with engineering and project management team members and client stakeholders to prepare and lead the development of drawings detailing the ICS design for the purposes of tendering and construction, including Piping and Instrumentation Diagrams (P&IDs), SCADA network architecture drawings, PAC design drawings, installation details, ICS cable schedules, wiring diagrams, and other drawings necessary to convey contract scope for the purposes of construction.

  • Preparation and input to project technical documents such as technical reports, Process Control Narratives, ICS software testing plans, tender specifications, and Opinions of Probable Cost (OPCs) for construction work.

  • Overseeing and coordinating the work of ICS design team members, and the coordination with other team disciplines in a multi-disciplinary project delivery environment to realize project objectives and schedules.

  • Actively participating in Client and Contractor stakeholder meetings, representing the ICS design team, throughout all project and design phases.

  • Coordinating with project and design management stakeholders, providing input to workload planning and resourcing for ICS team members for the purposes of workload management for ongoing project commitments.

  • Actively participating in construction-related activities such as the review of submittals, periodic construction site inspection, attending progress and commissioning meetings, witnessing factory and site acceptance testing for ICS components and systems, and construction project closeout.

You will play a key leadership role in guiding project execution, driving technical excellence, and mentoring junior engineers and designers. This includes providing oversight during design development, conducting technical reviews, and ensuring best practices in automation, cybersecurity, and system reliability are implemented throughout the project lifecycle, to deliver high-quality, compliant designs aligned with client standards and Jacobs’ quality procedures.

Here's what you'll need

  • P.Eng. or LET designation in Ontario preferred, or eligible for registration in Ontario.

  • Extensive experience in municipal water and wastewater systems within a consulting or design environment, with a strong focus on instrumentation, controls, and automation.

  • Proven expertise in PLC and SCADA system design, programming, and integration, including platforms such as Rockwell Automation Logix series of hardware and software, Emerson PAC Systems, and Schneider PAC controllers. Demonstrated experience with SCADA/HMI systems such as AVEVA System Platform, AVEVA Citect, Ignition, Rockwell Automation Factory Talk, and GE iFIX, including system configuration, deployment, and troubleshooting.

  • Industrial networking design, with awareness of Cybersecurity requirements for OT networks.

  • Demonstrated ability to lead ICS design and automation scope across projects, including development of control philosophies, system architecture, and design documentation.

  • Experience supporting and leading commissioning activities, including on-site startup, troubleshooting PLC/SCADA systems, and coordinating multidisciplinary teams.

  • Strong understanding of industrial electrical and control system design standards in Canada, including the Canadian Electrical Code (CEC), Ontario Electrical Safety Code (OESC), CSA, IEEE, and relevant NFPA standards.

  • Experience with site inspections, construction support, and contractor coordination for industrial or municipal projects.

  • Proven ability to mentor and guide junior engineers and designers, providing technical oversight and fostering team development.

  • Strong communication and stakeholder engagement skills, with the ability to interface effectively with clients, contractors, and internal teams.

  • Excellent analytical and problem-solving skills, with the ability to navigate complex technical challenges and deliver practical solutions.

  • Self-motivated with a high degree of ownership, capable of leading tasks and deliverables with minimal supervision.

  • Forward-thinking mindset, with a passion for innovation, continuous improvement, and advancing best practices in automation and control systems.

134,000.00

Posted Salary Range: Upper

190,000.00

The base salary range for this position is $134,000.00 to $190,000.00. This range reflects the minimum and maximum target for new hire salaries for the position across Ontario, Canada locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
