About the role

Job Description:

On behalf of our healthcare client, Affinity Healthcare Solutions is looking for a Chief Program Officer to be responsible for planning, setting up, and establishing the Program Delivery Office to successfully deliver a human capital management system across all participating organizations. The Chief Program Officer (CPO) will be accountable to a joint executive committee, comprised of executive leadership from participating organizations, senior representatives from the vendor partner, and co-chaired by senior leaders from the overseeing agencies.

Responsibilities:

Executive Summary

• Executive program delivery leadership role reporting to a senior provincial digital solutions leader or delegate of the Human Capital Management System (HCMS) Program.

• Responsible for planning, setting up, and establishing the Program Delivery Office to successfully deliver a human capital management system across all participating organizations.

• Accountable to a joint executive committee, composed of executive leadership from participating organizations and vendor partners, co-chaired by senior leaders from health and government sectors.

• Serves as the senior leader accountable for implementing the HCMS Program province-wide.

• Oversees development and implementation of roles, processes, and structures to meet program timelines, budget, scope, and stakeholder engagement.

Key Responsibilities

Program Delivery & Leadership

• Executive responsibility for end-to-end program delivery of the HCMS across multiple organizations.

• Ensure standardized design, harmonized processes, and successful system implementation.

• Ensure deliverables are met for full implementation across organizations and sector partners.

• Manage risks and complexities related to replacing existing HR and payroll systems.

• Provide strategic direction on program roadmap and execution.

Stakeholder Engagement

• Sponsor engagement with leaders and multidisciplinary teams to support vision and goals.

• Foster collaboration and communication across impacted executive teams and departments.

Governance

• Establish and lead clear governance structures for strategic alignment and tactical execution.

• Utilize existing executive committees to support decision-making and program effectiveness.

• Facilitate development of governance materials and ensure effective project workgroup performance.

Project Management

• Prepare and present project reports.

• Manage risks and resolve issues across all phases of implementation: planning, architecture, configuration, testing, and deployment.

• Ensure alignment to business needs and program objectives.

Team Leadership & Performance

• Provide direction and leadership to all program staff and teams.

• Support recruitment, financial oversight, performance assessment, and team development.

Budget Management

• Develop and monitor overall program budget.

• Report regularly on financial performance and program utilization.

• Analyze cost activities and drive alignment with financial goals.

Transition to Operations

• Support transition from program to sustainment operations.

• Facilitate integration of IT, HR, and Finance support functions into ongoing operations.

Succession Planning

• Partner with an internal leader to mentor and upskill them for future transition into the Chief Program Officer (CPO) role.

• Deliver a structured knowledge transfer and transition plan by April 1, 2026.

Required Experience & Qualifications

• Experience leading the implementation of a cloud-based HRM SaaS solution at the enterprise level.

• Master’s degree in computing science, business administration, information systems, or a related field (or equivalent experience).

• Minimum of 15 years of recent experience in complex HCMS/ERP application environments.

• At least 10 years of leadership experience in relevant domains.

• Formal project management training required; PMP certification preferred (experience may be considered in lieu of formal education).

• Program, project, and change management methodologies

• Enterprise-level governance frameworks

• Risk and issue management

• Strategy development and execution

• Organizational information systems in complex, multi-stakeholder environments

• Strong executive-level written and verbal communication skills

• Poised leadership with critical thinking and strategic problem-solving abilities

• High degree of political and business acumen

• Proven ability to manage complex stakeholder relationships across large organizations
