About the role
Position: Corporate Accountant - IT Systems Office
Location: Toronto - Hybrid
Securities regulators from each of the 10 provinces and 3 territories of Canada have teamed up to form the Canadian Securities Administrators (CSA). The CSA is a voluntary umbrella organization of Canada's provincial and territorial securities regulators whose objective is to improve, coordinate, and harmonize regulation of the Canadian capital markets.
The CSA operates, through various agreements, a number of shared information technology systems that serve securities regulatory purposes and functions. These CSA National Systems are the primary interface between regulated entities and each provincial and territorial regulator. Many of the systems also provide information to other market participants including institutional investors and the public.
The operations, maintenance, and enhancement of the CSA National Systems are managed by the CSA IT Systems Office.
The Finance department of the CSA IT Systems Office provides financial management and analysis, reporting, and treasury services to allow the CSA to continue carrying out its regulatory responsibilities. Assurance over financial reporting is provided through the design and maintenance of effective controls.
The Corporate Accountant is an integral part of the Finance department reporting to the AVP Finance. The position has some financial processing responsibilities and is involved in financial reporting, system improvements, and year-end support. The role involves continuous process improvement.
Key Duties and Responsibilities Budgeting and Reporting

Lead the development of the annual budget, linking the budget to strategic priorities.

Develop multi-year financial projections, linking the projections to short- and long-term strategic priorities. Includes assisting with the development of the budget package for reporting to the Systems Governance Board.

Build high-quality financial models with scenario and sensitivity planning.

Work collaboratively with management to understand budgetary variances to assess and evaluate financial opportunities and risks proactively.

Develop financial KPIs using tools to efficiently and effectively explain the financial performance of various core regulatory and strategic initiatives.

Determine which projects meet thresholds for project accounting; monitor and explain variances of various projects using the financial system and reporting tools.
Financial Information System (FIS)

Support the operation and updating of Workday ERP, including Adaptive Planning.

Support process mapping of Workday processes.

Develop and implement toolsets and reports to support business needs.

Operate as a sign-off accountant for all system development impacting financials and cash, as delegated by the AVP Finance.

Update existing or create new integration methods to automate data capture in the FIS.
Financial Processing
-
Provide guidance and support to finance staff.
-
Deliver effective financial processing services for the Finance Department, including reviewing and posting invoices, providing accurate and timely information to programs as required, preparing and updating documentation for duties and tasks as required.
Financial Reporting

Support month-end closing procedures.

Prepare journal entries.

Prepare preliminary financial reports.
-
Prepare reconciling schedules as necessary.

Respond to queries from staff.

Prepare draft analysis and reports for AVP Finance review.
Project Leadership and Process Improvement
-
Lead project teams on cross-CSA business opportunities/improvements, internal and external to the CSA, as delegated by the AVP Finance.

Develop and implement business systems and tools required.

Develop training materials and support the delivery of training sessions to CSA staff.

Provide expert opinion to AVP Finance on financial matters related to CSA projects.

Identify and drive business improvement opportunities within the CSA and finance team.

Operate technology/shared services that increase operating efficiency.
Qualifications:
-
Undergraduate degree in business, finance, or accounting.
-
CPA designation.
-
7 to 8 years of direct experience in an accounting, auditing, or finance role, with demonstrated experience dealing with finance systems developments and implementations.

Proficiency with Financial Information Systems, MS Office, and other software.
-
Experience with Workday ERP is an asset.

Strong project management skills.
-
Well-developed influence and negotiating skills to ensure compliance with delivery against plans and targets.

Superior organization skills; orderliness is critical to performance.

Strong analytical, problem-solving, and decision-making skills to evaluate alternatives independently and provide recommendations on business issues.
