About the role

The Municipality of North Cowichan (population 31,900) is located in the beautiful Cowichan Valley on Southern Vancouver Island, between Nanaimo and Victoria. We are looking for an experienced and people-focused individual for the position of Assistant Maintenance Manager, Recreation Facilities. This position will provide general maintenance oversight of the Cowichan Aquatic Centre, Fuller Lake Arena, and Crofton Outdoor Pool. Our ideal candidate should have a proven leadership track record within the recreation facilities industry with local government experience being a significant asset.

Reporting to the Manager, Recreation, the Assistant Manager, Recreation Facilities Maintenance is responsible for all aspects of operations for recreation facilities and their associated building systems and infrastructure.

This includes, but is not limited to, the development and implementation of facility safety standards and standard operating procedures; oversight of maintenance and cleaning operations; utilities tracking and management; facilities data collection and trend monitoring; capital upgrade planning and equipment replacement; coordination, management, and review of capital projects; administration of the asset management program; work order creation and management; building automation systems oversight; general mechanical troubleshooting; condition assessments; development of operational systems; operating and capital budget management, including projections, expense tracking, and reporting; participation in emergency planning and response; and rotating membership on the Joint Occupational Health and Safety Committee (JOHSC).

The Assistant Maintenance Manager, Recreation Facilities leads a diverse team comprised of aquatic maintenance, arena maintenance, and custodial staff, and is responsible for supervising, coaching, and mentoring staff to support both individual development and team performance in alignment with departmental, divisional, and regional recreation strategic plans. This includes providing ongoing guidance, performance feedback, and skills development to promote a culture of accountability, continuous improvement, and operational excellence. The role also includes responsibility for recruitment and hiring, onboarding and orientation, and the development and implementation of training programs to support the continual improvement of maintenance, ice-making, and custodial staff.

Required Qualifications:

  • Diploma in Facility Management or Building Technology and 4th class Power Engineer Certification; or an equivalent combination of training and experience.
  • Refrigeration Operators Certification.
  • Pool Operator 1 and 2 Certification.
  • Minimum 5 years of supervisory/management experience.
  • Possession and maintenance of a valid Class 5 B.C. Driver's License; a satisfactory current driver's abstract will be required.

Required Skills and Abilities:

  • Ability to ensure the effective maintenance and operation of buildings, building systems, grounds, equipment, and hardware by utilizing efficient planning and scheduling and ensuring work is completed according to applicable regulations and standards.
  • Ability to maintain preventative maintenance schedules and plans; including reviewing and adjusting schedules as necessary according to building system maintenance requirements, budget constraints, and available resources, while ensuring each scheduled review is consistent with good engineering and safety practices.
  • Ability to lead, supervise, and manage the performance of designated unionized staff and be accountable for the area's operational planning as well as resource allocation and utilization.
  • Ability to provide technical oversight and direction on the operation and maintenance of building automation and maintenance control systems, pool and arena maintenance, plumbing, security systems, elevators, roofing, janitorial, energy efficiency and electrical equipment and services.
  • Ability to provide technical oversight and direction regarding energy efficiency for building envelope systems, HVAC operations, electrical systems, equipment and services.
  • Ability to analyze building trend data to evaluate system performance and implement adjustments as required, while conducting regular assessments of mechanical equipment condition and performance.
  • Strong understanding of complex building systems, with the ability to communicate and coordinate effectively with contractors, technicians, engineers, and consultants to ensure the successful delivery of repairs, maintenance, and capital projects.
  • Ability to monitor the daily work activity of personnel within the assigned area to ensure safety procedures set by the department and regulatory agencies, such as WorkSafe BC, Technical Safety BC, and Island Health are fully complied with, and that work is progressing according to plan.
  • Ability to work in busy public facilities and to collaborate with other staff to ensure the safety and regular operations of facilities are maintained.
  • Working knowledge of building automation and maintenance control systems.
  • Considerable knowledge of WorkSafeBC, Technical Safety BC, BC Health Authority, ASHRAE and other regulatory body requirements as it relates to the operation of:
  • Refrigeration plants (Class T mechanical rooms)
  • Pool filtration systems
  • Heating, ventilating and air conditioning (HVAC) systems
  • Experience with financial management, project management and good time management skills.
  • Excellent verbal, written and interpersonal communication skills.
  • Excellent administrative skills, with full proficiency in Microsoft 365 applications, including Outlook, Excel, Word, PowerPoint, Teams, and SharePoint.
  • The position may be physically demanding; candidate must be able to successfully perform all duties associated with the position.
