The Infrastructure Branch provides strategic leadership for health infrastructure through policy guidance and oversight of capital planning. It oversees the development and maintenance of facilities and infrastructure essential for delivering publicly funded health programs and services. The Capital Planning team advances discussions, actions, deliverables and decisions related to proposed and approved health capital initiatives. It also develops recommendations for strategic capital funding in collaboration with provincial health authorities.

  • Must be willing and able to work extended hours, including evenings and weekends, as required.

Qualifications:

Essential:

  • Post-secondary education in engineering, project management, architecture or business administration. A suitable combination of education and experience may be considered.
  • Experience in leading capital projects with proven ability to apply this knowledge to infrastructure project planning, preferably within a public sector organization.
  • Excellent analytical, problem- solving, and decision-making skills, requiring independent judgement and discretion.
  • Significant management experience with responsibility for human and financial resources (including budget preparation, financial management and reporting).
  • Experience translating strategic priorities into clear operational and business plans, along with proficiency in performance management and measurement systems.
  • Demonstrated ability to leverage opportunities for innovation, develop creative solutions to challenges, and effectively manage change.
  • Demonstrated strong verbal communication skills, including the ability to communicate to all levels of the organization and external stakeholder.
  • Superior written communication skills, including writing a variety of authority seeking documents for senior leadership
  • Demonstrated political acumen through experience in providing strategic advice to senior leaders on complex topics and sensitive issues.
  • Significant experience in preparing or reviewing authority seeking documents, including Treasury Board submissions, advisory notes, business cases, impact statement and return on investment analysis.

Duties:

Reporting to the Executive Director, Infrastructure within Manitoba Health, Seniors and Long-Term Care, the Director of Capital Planning will lead and manage the Capital Planning team and provide strategic advice and support to the Executive Director and Assistant Deputy Minister on health-related infrastructure strategies, including the Department Led Capital Projects and the multi-year capital plan framework.

The position will evaluate the feasibility of proposed projects, assess their potential impacts, and assist in determining the most effective allocation of resources. Responsibilities include providing recommendations through detailed analysis, identifying risks related changes in project scope, cashflow and schedule, to ensure that project investments deliver maximum value. Collaboration with key stakeholders is essential, as the position will work closely with provincial regional health authorities and senior leadership to ensure that capital initiatives are aligned with governments policies and that processes are fully integrated with operational and financial priorities.
