ABOUT THE OPPORTUNITY:
Workland presents a unique career opportunity with the Conseil scolaire de district catholique de l’Est ontarien, the largest network of French-language schools in the region. The CSDCEO provides education to more than 11,000 students in several early childhood centers, 25 elementary schools, 7 high schools, and an Adult Education Program.
The CSDCEO is seeking an Executive Director of Human Resources to support the organization in the strategic and operational management of its human resources. This role will involve advising and supporting the management team, schools, and departments by ensuring the planning, development, and optimization of all aspects related to human resources, staffing, labor relations, negotiations, payroll, benefits, and occupational health and safety.

POSITION SUMMARY
Reporting to the Director of Education and Secretary, the Executive Director of Human Resources will be responsible for planning, directing, and evaluating all activities of the Human Resources Department. The incumbent will be responsible for personnel, budgets, and HR programs, while ensuring the implementation of policies and practices aligned with strategic objectives.
This role includes overseeing the management of labor relations, collective agreements, payroll, benefits, and occupational health and safety, as well as supporting executives in talent management and organizational development. The Executive Director of Human Resources also plays a key role in the CSDCEO's strategic human resources planning.
YOUR TASKS AND RESPONSIBILITIES WILL BE:

Participate in defining the board's strategic human resources objectives, develop the operational plan to update them, and contribute to annual budget planning;

Supervise the administrative units under your responsibility (human resources, payroll, benefits, health and safety), ensuring needs planning, budget management, action plans, service quality, and record keeping;

Develop and implement policies and management models for human resources, staffing, labor relations, payroll, benefits, and health and safety, ensuring compliance with laws, regulations, board policies, and departmental guidelines;

Propose solutions for organizational structure, support organizational development, and coordinate strategic projects and initiatives;
-
Coordinate labor relations by maintaining close ties with unions and employee associations; oversee the investigation of complaints; manage grievances and arbitrations; and lead the collective bargaining process as the council's spokesperson;

Analyze and interpret laws, collective agreements, policies, and case law; advise managers on personnel management and support them in implementing disciplinary measures and performance monitoring;

Establish and update the salary management strategy to ensure consistent and fair compensation, while maintaining pay equity within the organization;

Prepare reports and analyses for the Board and government authorities, implement performance indicators to measure the achievement of objectives;

Represent the Board on regional and provincial committees, participate in executive committee activities, ensure liaison with ministries and legal advisors, and obtain the necessary HR-related guidance;

Set goals for your team, promote collaboration with schools and other departments, provide training opportunities, stay up to date on HR trends, and propose innovative strategies and practices;

Act as spokesperson for the board during local negotiations and participate in provincial negotiations;

Responsible for maintaining the skills development program.
THE REQUIREMENTS FOR THIS POSITION ARE:
- B.A. specializing in human resources management, industrial relations, a master's degree considered an important asset; *
- Minimum of fifteen (15) years of experience in the human resources sector, including at least ten (8) years in a management position; *
- Knowledge of relevant elements of the following materials:
- Ontario Employment Standards Act
- Ontario Human Rights Code
- Ontario Labour Relations Act
- Education Act
- Collective agreements
- Perfectly bilingual, both spoken and written;
- Possess a valid driver's license;
- Strong computer skills.
