About the role
We are currently seeking an experienced Strategic Advisor, Planning and Development for one of the fastest-growing municipalities surrounding Edmonton.
Reporting to the Director, Planning and Development, this role drives continuous improvement across the end-to-end development process by bringing consistency, clarity, and certainty to how work gets done. You will provide strategic, analytical, and process improvement expertise to support Planning, Development, and Engineering Services.
Responsibilities
Lead complex, end-to-end planning and development initiatives from concept through implementation, ensuring projects are delivered on time and aligned with corporate priorities. Drive continuous improvement by analyzing systems, trends, and data to modernize processes, eliminate inefficiencies, and improve service delivery. Apply proven methodologies (process mapping, Lean, design thinking, user journey analysis) to redesign and streamline the development process. Build strong, trusted relationships across departments and with external stakeholders to advance shared goals and remove barriers. Provide effective change leadership by assessing impacts, aligning initiatives to business objectives, and guiding the organization through transformation. Communicate complex information clearly through reports, dashboards, KPIs, and strategic messaging to support informed decision-making. Conduct research, develop performance metrics, and create standard tools and procedures that strengthen organizational planning capability. Serve as a trusted strategic advisor, providing sound judgment, professional discretion, and recommendations to senior leadership.
Qualifications
Must have 5 years of progressively responsible strategic and management experience in strategic/operational planning, land development, working with corporate performance measures and budgets and policy development Professional Membership with the Alberta Professional Planners Institute (Registered Professional Planner – RPP) or the Alberta Professional Engineers Association of Alberta (APEGA – P.Eng) is preferred Project Management Professional (PM) and Change Management certification is an asset. General understanding of strategic and business planning principles, policy development and benchmarking procedures for performance measures alignment with the department’s business plan goals, research and analysis procedures, statistical techniques Ability to take initiative and work independently, as well as collaborate with and support interdisciplinary teams Ability to work under pressure and meet strict deadlines. Demonstrated ability to exercise good judgment and resilience to succeed in a rapidly changing, complex, and sometimes ambiguous environment
