Position Summary:

Responsible for Beanfield’s complex network OSP / ISP database, the Manager, Network Solutions will report to the Director of Network Planning. This role is a full-time hybrid office role based out of the Toronto office. This supervisory role will provide leadership, guidance, collaboration with internal Construction teams and technical expertise in the management of Beanfield’s fibre network records and geographical representation as it applies to all ISP and OSP network elements. The Network Planning Manager is responsible for mentoring staff / contractors / vendor personnel with respect to execution of tasks, coordinating with region teams, monitoring of daily production tasks, monitoring GIS DB accuracy, OSP fibre optimization, reduction of Cost of Goods Sold (COGS), record improvement strategy, network data reporting, participate in GIS discussions and support all Sales service design & cost evaluation proposal initiatives.

Responsibilities:

  • Ensure the proper documentation, representation, and graphical depiction of Beanfield’s fibre network by creating, promoting, and enforcing best in class as-build procedures.
  • Supervise a collaborative team that analyzes and develops OSP/ISP & GIS solutions focused on fibre network design, fixes, DB information corrections and governance, and business process optimization.
  • Responsible for network OSP/ISP solutions supporting Sales residential and commercial markets deliverables. Including management of financial OSP design/solutions business cases and models for Residential and Commercial Entreprise/Wholesale opportunities.
  • Lead in the development of OSP solutions, supporting strategic customer RFP/RFQ proposals, in-conjunction with the Entreprise & Wholesale teams.
  • Identify project scope and assist Construction Planning, Design, and Implementation teams in developing costs and time saving solutions involving Right of Way impediments.
  • Responsible for securing alternate Third-Party Carrier service quotations supporting enablement of client services, per financial business case.
  • Optimize overall Third Party OPEX portfolio expenditures for alternate “Third Party” services.
  • Collaborate on the development and oversee Third Party carrier OPEX reduction plan & business case execution.
  • Stakeholder prime for Third Party Carrier relations.
  • Liaison with Sales/Marketing and executive teams to ensure funding approvals
  • Collaborate with all regions to ensure adherence to as-build processes and procedures.
  • Work with cross functional Construction and Finance groups optimizing Beanfields fibre infrastructure, reduction of OPEX expenditures and accelerating customer service implementation.
  • Liaise with other departments to better understand, capture and manage all stakeholders’ requirements in the business graphical information system tools and database.
  • Research, review, and analyze the effectiveness and efficiency of existing processes and develop strategies for enhancing or further leveraging these processes.
  • Prepare and deliver reports on Monthly/Quarterly/Yearly OSP Metrics,
  • Train, Coach, and provide Mentoring to direct staff reports. Establish weekly 1:1 interactive and collaborative One on One conversations. Ensure staff career development growth plans are maintained, including yearly enrollment in 1 or 2 skills training course(s). Review and support staff career path development.
  • Support planning and design activities related to technical aspects Network GIS/DB data manipulation

Skills and Qualifications:

  • Post-secondary education in computer science, engineering, geography, or related field, or minimum of 10+ years of relevant professional experience.
  • Minimum 8 years of experience in the telecommunication industry, with 3 years in a Management & Senior Technical role.
  • Three to Five years of experience in project/budget preparation and forecasting.
  • Five years of outside plant construction operations management, including technical knowledge of Right of Way rules, practices and restrictions.
  • Three Years experience working with Geographic Information Systems (GIS) is a plus.
  • Proven capability to create processes and train staff.
  • Strong proficiency with toolsets such as Patch Manager (Not Mandatory) , ESRI, AutoCAD, JIRA, Confluence, & Service Now.
  • Solid understanding of project management fundamentals (i.e., scope, time, budget, risk, quality, integration, resource management, etc.)
  • Strong management and leadership skills with solid decision-making, problem-solving skills.
  • Technically and analytically strong.
  • Ability to interact and establish working relationships with internal and external customers, researchers, and application vendors.
  • Hands on experience supporting OSP & ISP Construction, datamining, designing and building modern data validation routines, data persistence and DB quality control queries.

Preferred Qualifications:

  • Knowledge of wireline, fibre and IP networks.
  • Experience building or customizing processes and applications.
  • Experience decomposing development work and delegating to members of the team. Provide work assessment, peer feedback and champion best development practices.
  • Strong verbal communication and technical writing skills (ability to write clearly and concisely)
