ABOUT THE ROLE

Reporting to the Manager, Emergency Management, responsible for coordinating the development and implementation of a comprehensive Emergency Management Program to ensure that the Region is in a state of operational readiness in the event of a natural or human-caused emergency; develops plans, updates, coordinates, and executes the policies and procedures to be adopted by the Region in the prevention, mitigation, preparedness, response and recovery phases of emergencies; plans, coordinates, implements and evaluates program delivery in accordance with Regional policies, standards and corporate objectives and applicable statute/regulatory requirements; and developing policies, procedures and quality assurance tools.

WHAT YOU'LL BE DOING

  • Assists in ensuring that the Region meets the mandatory requirements of the Emergency Management and Civil Protection Act and Regulations.

  • Assists in the development and coordination of the Regional Emergency Plans and supporting plans by researching emergency management best practices, relevant guidance documents, existing plans and exercise reports and reviewing federal and provincial legislative requirements for emergency plans and coordinating Regional plans with plans of area municipalities.

  • Participates in strategic and operational planning and in the development of the annual business plan, including resources allocation, and monitors the action plan for achieving results including regular evaluation of targets and outcomes, taking corrective action where/when necessary and regularly reporting on progress as directed.

  • Analyzes demographic data and recommends changes to the Emergency Management Program to meet Regional community needs.

  • Participates as a member of the Emergency Management Team.

  • Shares on-call responsibilities after regular working hours, on weekends and statutory holidays as assigned.

  • Attends conferences and participates on committees and task forces of stakeholder organizations, as directed.

  • Performs other duties as assigned to meet Departmental and Corporate objectives.

WHAT WE'RE LOOKING FOR

  • Successful completion of a University Degree in Public Administration or related discipline with additional emergency management courses or approved equivalent combination of education and experience.
  • Minimum three (3) years directly related experiences in emergency management program implementation, including training, exercises and public education and quality assurance functions.
  • Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
  • Demonstrated knowledge of emergency management program development, applicable legislation and industry standards, disaster exercise initiatives and current emergency management practices.
  • Understanding of the Incident Management System and Business Continuity Programs.
  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management and accountability, and flexibility/adaptability.
  • Management competencies including results/achievement focus, human resources management, leadership, financial management, business planning, decision making/judgement, representation and professionalism and job knowledge.
  • Demonstrated skill and ability to manage projects, analyze demographic information and prepare written reports.
  • Demonstrated ability to plan, coordinate, implement and evaluate programs and services in assigned program area.
