The Ministry of Health's Hospital Sector Funding, Planning, and Performance Branch (formerly the Health Sector Models Branch) is looking for a dynamic, strategic leader to join a team responsible for shaping key decisions that influence the future of Ontario's hospital sector. This is a unique opportunity to contribute to a long-term vision of a strong, resilient hospital sector through funding, performance, and planning.

About the Branch
The Hospital Sector Funding, Planning, and Performance Branch enhances Ontario's healthcare system by establishing strategic funding, performance, and accountability frameworks for the hospital sector. We lead sector and agency engagement for planning and performance measurement, collaborating with key stakeholders like Ontario Health (OH) and the Ontario Hospital Association (OHA). Our branch provides divisional leadership for strategic planning, performance, and corporate reporting, supporting integration and a cross-program view to ensure cohesive healthcare management and policy implementation.

About the job

In this role, you will:

  • Provide project management and team leadership to policy analysts and advisors
  • Review staff methodology, recommendations and conclusions to ensure the production of sound and accurate deliverables
  • Lead, plan, and coordinate the work of new and existing legislation, issues, and strategic plans
  • Provide leadership in the development of benchmarks and criteria for the monitoring and evaluation of policy initiatives across sectors
  • Lead/represent the ministry/province in consultations with other ministries, government jurisdictions, community/advocacy/interest groups to receive input into policy options
  • Identify gaps in existing policies/regulations, and evaluate other ministry/jurisdictional proposals, to develop new or revised strategies or policies
  • Promote policy, legislative or regulatory changes and negotiates with stakeholders
  • Provide information, advice, and policy expertise to senior management, the Minister, Deputy Minister, Assistant Deputy Ministers, on a range of issues and on the implications/impact of proposed policy and programs
  • Coordinate and/or prepare complex, politically sensitive, correspondences, briefing notes, contentious issues notes.

Policy and program development and analysis:

You have the ability to:

  • lead policy and program development, delivery and implementation and understand techniques, decision-making and accountability processes
  • interpret and apply policy, procedures and legislation and assess the effectiveness against organizational goals
  • effectively analyse information to understand key issues and identify potential solutions

Project management and leadership skills:

You have the ability to:

  • lead and plan projects from initial conception through completion
  • guide and direct team members and activities, including external consultants while managing competing priorities
  • chair/lead project teams and working groups and build consensus
  • support change by seeking out innovative ideas and creating strategic solutions

Relationship management, communication and interpersonal skills:

You have the ability to:

  • create and manage complex stakeholder relationships
  • work collaboratively to resolve issues and negotiate changes and shifts in priorities
  • lead facilitated discussions and consultations with stakeholders to ensure a shared understanding and resolve contentious issues
  • provide recommendations and prepare reports, submissions, briefing materials and correspondence
  • demonstrate sound judgement and political acuity to liaise with senior staff

Technical knowledge:

You have the ability to:

  • demonstrate knowledge of a broad range of political, social and economic issues and trends impacting the sector
  • risk management principles to develop and assess the impact of proposed options
