Come work as Manager, Centralized Hiring & Workforce Initiatives with Vancouver Coastal Health (VCH)! Reporting to the Director, Talent Acquisition, and working directly with the Talent Acquisition Manager, the Centralized Hiring Manager is responsible for the regional hiring of the allocated program’s staff across all communities of care. Provides leadership and management of the human, financial and material resources and incorporates best practices in education and research. Leads and oversees the planning, implementation and evaluation of the assigned program’s regional operations hiring and workforce strategy and activities, and ensures quality improvement of the related activities. Leads an interdisciplinary team and works as a team player with colleagues and co-workers and in collaboration with key internal and external stakeholders to achieve excellence. Develops and sustains positive relationships across the Health Authority and works closely with the Talent Acquisition team as part of a collaborative team and in partnership with Human Resources Advisors, Regional Educators, and operational directors and managers, as well as with educational partners, associations and others in order to achieve hiring targets and a positive onboarding experience for staff. This portfolio will include the centralized hiring of Internationally Educated Nurses (IENs).
As a Manager, Centralized Hiring & Workforce Initiatives with Vancouver Coastal Health you will
- Contribute to the development and implementation of the overall strategic regional staffing plan and implement, evaluate and report on the hiring strategy.
- Complete candidate interviews and make and communicate hiring decisions for the regional program across communities of care. Participate in the development of standard interview/screening tools.
- Work as part of a collaborative team with the People Team, the regional education team and operations to set and achieve hiring targets.
- Monitor HRIS data, information and trends for Recruitment and Retention and hiring issues/gaps and flag anticipated staffing shortages for proactive planning.
- Work with Talent & Culture team on the development of recruitment strategy and regional marketing strategy.
- Lead strategic resourcing projects and initiatives and regularly reviews and leads the analysis of turnover and retention data to support work force strategy.
- Ensure the on-boarding of staff occurs in a timely and efficient manner, and review new-hire documentation and training requirements and ensure updates as needed. Prepare and distribute communication and/or presentations related to hiring initiatives/strategy.
- Liaise with the People Team, education partners and other organizations to identify recruitment opportunities and partnerships.
- Chair and/or participate in relevant team and regional meetings.
- Ensure that processes and systems are continuously reviewed and improved, that outcomes are measured and that improvements are implemented.
- Develop, distribute and present reports/dashboards to regional leadership on hiring metrics and applicant/new hire experience.
- Apply effective coaching and performance management processes in an interdisciplinary team environment.
- Identify, develop and implement goals and objectives for the portfolio to optimize resources and ensure effective processes. Seek educational opportunities for staff to learn and incorporate best practices.
- Oversee an assigned budget for the portfolio by ensuring effective use of resources monitoring expenditures, and investigating and reporting on variances. Support clarity of roles, adherence to accreditation and practice standards and safe delivery of services.
- Develop collaborative partnerships to facilitate optimal delivery of program services to address client and family priorities while reducing gaps and overlaps.
- Provide leadership in the resolution of ethical, legal and other issues.
- Perform other related duties as assigned.
Education And Experience
- Master’s Degree in Health or Business Administration plus 7-10 years of management experience in the health sector or equivalent combination of education, training and experience.
- Excellent communication and problem solving skills and experience with staffing, scheduling, human resource and financial management.
- Current registration / membership with a recognized professional association as appropriate.
- Computer literacy with word processing and spreadsheet programs.
- Experience working in a clinical capacity is an asset
- A clinical background in nursing is considered an asset

As per Ministry of Health policy, all health care workers working in publicly-funded health care facilities are required to report their past receipt of certain vaccines or history of certain infections. Collecting these records will allow for offering of any missing vaccines, and for appropriate actions to be taken in the event of any future exposure to a communicable disease or during outbreaks.
