The Opportunity

The Finance Department provides financial leadership, advice and support to the Corporation and assists with the delivery of Council’s Strategic plan through its four essential services: accounting services, corporate finance, procurement and revenue management. The department's main deliverables include the audited financial statements, coordinating the annual business plan and budget, treasury and debt management, procurement administration and support, property tax revenue management, and water and wastewater revenue management.

Reporting to the Manager of Tax and Revenue, the Revenue Program Coordinator is responsible for supporting, reviewing and administering all programs within the Revenue Team. The programs include grant/rebate and deferral programs, local improvement and City of Barrie Act charges, and overdue account collections. The position will also review and recommend improvements to existing programs. The position will also respond to escalated enquiries from property owners, staff in various departments, and other levels of government with respect to the various programs. They will also conduct program research and analysis to prepare regular and ad hoc reports for the Revenue Team. In addition, the position will be responsible for administering the property tax collections program including the tax registration process in accordance with the Municipal Act, 2001, City by-laws and policies. They will provide information, explanation and investigate property tax accounts in response to requests from internal and external customers, issue escalated overdue notices, negotiate arrangements for payment and/or payment plans, and work with third parties to complete various collections activities.

Education (degree/diploma/certifications)

  • Three (3) year College Diploma, preferably in Business, Accounting or Office Administration; and
  • Completed upon hire, the Municipal Tax Administration Program (MTAP) through Ontario Municipal Tax Revenue Association (OMTRA) (3 units); and/or
  • Completed upon hire the Municipal Administration Program (MAP), Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) (4 units)

Experience

  • Four (4) years of experience performing duties related to the major responsibilities
  • Demonstrated experience in program coordination or administration. Including three (3) years of account collections experience
  • Property tax and utility collections experience considered an asset

Knowledge/Skill/Ability

  • Thorough knowledge of the following legislation, regulations, or requirements: Municipal Act, 2001, Provincial Offence Act, and Collections, Municipal Tax Sales
  • Demonstrated Ability to:
    • Demonstrated ability to use sound judgment and maintain confidentiality.
    • Must have strong work ethic and be able to maintain standards of conduct.
    • Strong understanding of accounting systems and aptitude for business math.
  • Intermediate skills include: Analytical; Attention to Detail; Collaboration; Customer Service; Interpersonal; Organizational; Prioritization; Problem Solving; Teamwork; Verbal Communication; Written Communication
  • Advanced computer literacy using the following systems and software:: Naviline Utility Billing and Microsoft Dynamics GP Diamond
  • Availability to accommodate deadlines or peak period workloads that may extend beyond designated normal workday hours or normal hours per week

Other Important Information

Location: City Hall, 70 Collier Street, Barrie, Ontario*

  • Please note that the City has a Hybrid Work Program Procedure that may allow a hybrid work arrangement for employees who meet the eligibility requirements.

Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement.

Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 202# pay range:

    • Pay Level: Level 6
    • Yearly Salary: $63,991.20 to $76,694.80
    • Hourly Pay Rate: $35.16 to $42.14
