Position Summary :

Reporting to the Director of Infrastructure Planning & Redevelopment the Manager, Facilities Infrastructure Planning will provide leadership, technical insight, and strategic coordination to ensure facilities operations requirements are integrated into all phases of planning, design, and implementation for redevelopment and capital projects across WRHN’s University, Chicopee, Queens, and Midtown campuses.

The Manager, Facilities Infrastructure Planning will serve as the primary liaison between Facilities Operations and the Redevelopment Team, ensuring alignment of infrastructure needs with WRHN’s long-term capital and strategic priorities. The role will lead and review detailed facility assessments and engage with site operations teams to identify and prioritize capital infrastructure requirements to enable and support the Master Plan. The Manager, Facilities Infrastructure Planning will lead and manage the work of project consultants and design teams and coordinate internal stakeholders to support effective planning and ensure that operational functionality, growth, and regulatory compliance are embedded in all project stages. This includes coordinating input from user groups, contributing to technical reviews, and providing technical and operational related insight throughout project development and implementation.

Strong project management skills are essential. The Manager, Facilities Infrastructure Planning must have experience delivering complex healthcare infrastructure initiatives, with the ability to manage timelines, identify and mitigate risks, and coordinate effectively across multiple departments and disciplines. The role requires a strong understanding of the Ministry of Health’s capital planning process, including submission requirements, approval pathways, and infrastructure funding mechanisms. Experience with the Health Infrastructure Renewal Fund (HIRF) is required, with the ability to assess project needs to provide prioritization and strategic funding recommendations to the Director and broader Redevelopment team.

The Manager, Infrastructure Planning & Facilities Integration will work collaboratively with senior project leads across operations, clinical programs, planning, and leadership to ensure alignment of infrastructure initiatives with broader organizational objectives. The role requires strong communication, facilitation, and interpersonal skills to effectively engage stakeholders, support decision-making, and contribute to project success in a complex and evolving environment.

Key Accountabilities and Responsibilities:

General/Technical

  • Lead the development of the Capital Facilities Infrastructure Plan and Standard Specifications; and act as the primary liaison between Facilities Operations and the Redevelopment Team to align the initiatives and plans across all WRHN sites.
  • Lead and review detailed facility infrastructure assessments, reports and other information as it is updated to continuously update and confirm alignment with the Master Plan.
  • Interpret technical infrastructure reports and translate findings into actionable recommendations.
  • Support the evaluation of existing facility assets to determine end-of-life and renewal needs.
  • Engage with site operations leaders to gather input, validate infrastructure data, and identify key priorities.
  • Collaborate with architects, engineers, consultants, and project teams to integrate facility requirements into design solutions.
  • Ensure operational needs are accurately represented in redevelopment plans, functional programs, and design documents.
  • Participate in master planning processes to align infrastructure upgrades with long-term organizational goals.
  • Promote sustainable and energy-efficient infrastructure solutions within redevelopment plans.

Design Management:

  • Organize and lead planning meetings involving department representatives, consultants, and essential team members throughout the design and working drawing phases.
  • Support the implementation of the overall project’s development, provide input, review, coordination and integration of the planning, design, and transactional documentation into the project works, including, but not limited to, project specifications, in particular, project specific output specifications (PSOS), including facilities management output specifications (FMOS), and FF&E and ICAT project integration requirements.
  • Provide input into the development of project plans, scheduling of works, and implementation schedules; create and manage identified project risks, including identifying, assessing, monitoring and tracking technical risks and resolving issues particularly as they relate to the overall project success.
  • Lead the planning and development of the Multi-year Capital Facilities Infrastructure Plan to align with the Master Redevelopment Plan, including the procurement and management of project consultants.

Governance and Communications:

  • Attend all project meetings with the Senior Project Leads (SPL) team, Consultants, hospital user groups, project partners and various authorities having jurisdiction.
  • Facilitate meetings with other senior project leads and key stakeholders throughout the project lifecycle to ensure consistent communication.
  • Build effective relationships with senior project leaders, and facility operations, and is able to guide and influence decision making relative to project strategy, risk and outcomes.
  • Ensure appropriate decisions and signoffs are obtained from required partners, representatives, and senior leadership.
  • Lead negotiations and conflict resolutions; work with external and internal stakeholders to obtain buy-in and support to ensure the success of projects and achievement for all parties.
  • Maintain strong working relationships with site facilities operations teams and provide ongoing support throughout project lifecycles.
  • Contribute to lessons learned and continuous improvement initiatives in facility planning and delivery.

Site Planning:

  • Collaborate with consultants and all external stakeholders and partners, including the City of Waterloo, Region of Waterloo, the University of Waterloo, Grand River Conservation Authorities (GRCA), and related provincial Ministries (Transportation, Environment, etc.) for the Master Site Plan, Site Plan Approvals, and all other required on-site permits.
  • Coordinate the work of the Capital Facilities Infrastructure plan to align with the Master Redevelopment Plan and the scope of project teams including PDC and PCo RFPs.
  • Design and Contract Documents (PSOS):
    • Ensure WRHN representatives are at multiple user groups throughout the project, assist with defining design/technical details of the programs for the purposes of informing physical design and FF&E requirements.
    • Facilitate links to the Facility operations team and the redevelopment project team, act as the conduit for all project related discussions regarding design of infrastructure/building systems design/major equipment requirements.
    • Work with the project team to integrate all aspects of the project into the technical documents, including FF&E, Facilities, ICAT, and Sustainability (LEED/WELL) initiatives.
    • A solid grasp of construction contract law, standard design agreements, and project management processes related to facilities work is required.
    • Coordinate with the Operational Readiness requirements in the PSOS to facilitate a smooth transition into operations.
  • Procurement:
  • Support the development and execution of project RFQ(s), Project Agreement(s) (PA), and RFPs for the projects involved, and provide support to the Director in the execution of project works. ·
  • Work with the Director, Infrastructure Planning & Redevelopment and Redevelopment Team to support efforts with the Ministry of Health, IO and Construction Project Teams in the hospital’s engagement during RFP Open Periods in regards to the technical submissions, during the Closed Period in regards to the technical submissions and evaluation, and be an active participant in the RFP review process.
  • Construction:
  • Assist Director, Infrastructure Planning & Redevelopment to resolve project implementation issues that are not in accordance with planning and design requirements, identify and document issues, and facilitate resolution with Redevelopment Team, IO, MOH, Planning, Design & Compliance (PDC) team, PCo, and Infrastructure Ontario (or other project delivery method team, such as Prime Consultant and General Contractor/Construction Manager).
  • In collaboration with Redevelopment team, review all documents, drawings, and submissions in relation to intended design, as well as for integration of design related processes for ICAT, FF&E, Facility Operations, LEED, and WELL Building initiatives
  • Assist the Director in the coordination of transition planning, move work, and project closeout.
  • Position Requirements:
  • A University degree or college diploma, preferably in Architecture or Engineering, required from an accredited educational institution, and corresponding professional status, or equivalent combination of academic and practical experience.
  • Certified Facility Manager (CFM) status is an asset. · Project Management Professional (PMP) designation or Construction Project Management status is an asset.
  • LEED and/or WELL accredited professional designation is preferred and an asset.
  • A minimum of 7 - 10 years’ experience in Facility Operations and capital projects in Hospitals and/or Healthcare. ·
  • Strong familiarity with Ontario Building Code, CSA Z-8000, and CSA Z317 Infection Control, especially a strong understanding of infection control during construction, Construction Health and Safety, and contract law as it applies to the equipment implementation and acceptance.
  • Strong knowledge of the Occupational Health and Safety Act.
  • Strong knowledge of Ministry of Health master planning, capital budgeting, facility designs, and construction processes, as well as familiarity with health care delivery systems.
  • Demonstrated management, facilitation, written and oral communication, and presentation skills.
  • Superior communication skills, both verbal and written, and ability to understand user context and to translate complex equipment issues for all key stakeholders.
  • Skilled negotiator who is able to bring consensus to challenging issues.
  • Skilled in diagnosing and solving complex clinical (business) process problems and providing detailed analysis.
  • Demonstrated skills in collaboration, teamwork, problem-solving, and providingcustomer service excellence.
  • Demonstrates understanding and complies with patient and staff safety policies and procedures that foster a safe and inclusive environment for all.
  • Proven experience in working effectively within diverse teams of project consultants, specialists, and user groups ·
  • Able to work in a fast paced, results and schedule driven team environment
  • Detailed understanding of construction methods and processes, on-site construction experience is a requirement
  • Solid understanding of building systems & infrastructure
  • Experience in finding positive solutions to complex issues and problems with a variety of stakeholders
  • Ability to always maintain confidentiality
  • Demonstrated ability to manage complex and concurrent project activities, meet deadlines and manage change is essential
  • Well versed with MS Project, SharePoint and Microsoft Office Suite
  • Project management experience as part of a healthcare capital planning project team is considered an asset.
