Toronto Seniors Housing Corporation (TSHC) provides subsidized rental housing in a state of good repair for approximately 15,000 low- and moderate-income seniors in 83 buildings across the city. Position Summary
This role reports to the Manager of Business Operations and Compliance and is responsible for supporting the development, implementation, and operationalization of policies and systems across the organization.
It involves leading the rollout of new initiatives, delivering targeted training to frontline staff, and ensuring consistent policy compliance. The position plays a key role in strengthening program support functions by providing expert guidance, conducting audits, and evaluating operational effectiveness to align with organizational standards and legislative requirements.
Responsibilities
Program Oversight
- Supervise and support activities related to Rent-Geared-to-Income (RGI) subsidy reviews, including InSitu reviews and Loss of Eligibility assessments.
- Coordinate and request necessary documentation.
- Perform administrative updates in relevant databases
- Oversee vacancy management processes to ensure compliance and efficiency.
Compliance and Auditing
- Conduct internal audits of tenant files to ensure adherence to City of Toronto and TSHC standards.
- Report findings and recommend improvements to the Manager of Business Operations and Compliance.
- Conduct internal audits of operational KPI’s including, including maintenance, and administrative to ensure adherence to City of Toronto and TSHC standards.
- Report findings and recommend improvements to the Manager of Business Operations and Compliance.
- Monitor and evaluate local compliance with policies and procedures.
- Review tenancy accounting systems (HoMES) for accuracy in rent and maintenance charges.
Policy Development
- Contribute to the development and implementation of new policies and procedures.
- Conduct research and stakeholder consultations.
- Provide progress updates and documentation throughout the development process.
Communication & Resource Management
- Share Business Operations updates across the organization.
- Maintain and manage the Business Operations SharePoint site.
- Ensure content is current and respond to staff inquiries.
Committee Participating and Reporting
- Serve as Rotational Chair for the RGI Review Body and Transfer Review Committee.
- Assist with procedural reviews from the Tenant Transfer Program.
- Support the preparation and review of internal and external reports.
- Perform other duties as assigned.
Training & Staff Support
- Design and deliver comprehensive training programs on TCHC policies, procedures, legislation, systems, and operational practices.
- Develop training materials tailored to staff needs.
- Manage logistics for training sessions.
- Facilitate training in-person and via Microsoft Teams.
- Create and analyze tools to assess training effectiveness.
- Draft and update related policies, procedures, and forms.
- Manage the Tenancy Questions inbox, providing guidance to Regional Operations staff on RGI Manual administration.
Qualifications
- Post-secondary education in Social Work, Business, Public Policy, or a related field, or equivalent experience.
- Minimum 5 years of progressive experience in the public or non-profit sector.
- At least 3 years of experience administering social housing programs, particularly RGI, with knowledge of relevant legislation (Housing Services Act, Residential Tenancies Act).
- Completion of ONPHA RGI Administration training.
- In-depth knowledge of housing legislation and policies, including Residential Tenancies Act, Ontario Human Rights Code, Housing Services Act, City of Toronto RGI Manual, TSHC policies and procedures.
- Proven ability to coach, mentor, and train staff.
- Strong interpersonal, conflict resolution, and project management skills.
- Skilled in preparing professional correspondence, reports, and presentations.
- Experience in audits, research, and policy evaluation.
- Proficient in customer service and policy implementation support.
- Advanced proficiency in business applications including SharePoint, Yardi, MS Word, Excel, PowerPoint, and databases.
- Exceptional organizational, analytical, and problem-solving abilities.
- Demonstrated success in leading change initiatives and managing projects.
- Excellent written and verbal communication skills.
- Ability to work independently and collaboratively.
- Strong relationship-building skills with internal and external stakeholders.
- Commitment to service excellence, equitable housing, continuous learning, and respect for human rights and dignity.

In June 2022, our newly-created organization will assume leadership of 83 seniors-designated buildings that accommodate approximately 15,000 residents aged 59 and up.
Seniors-focused social housing combines appropriate health and community supports with well-maintained homes and living conditions to ensure that seniors can continue to live independently. Toronto Seniors Housing Corporation will further develop an integrated service model that brings access to healthcare into seniors buildings, such as door-to-door vaccination clinics during the pandemic.
