Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Claims and Insurance department is looking for a Manager, Construction Insurance (Operations and Maintenance). Under the direction of the Senior Manager, this role will provide leadership and expertise in the management of the Construction Insurance Program (IOCIP/OCIP) including Operations & Maintenance (O&M) phase of projects and transition of O&M phase insurance requirements to Operational Insurance Program, Corporate Insurance (Operational) Program, Certificate of Insurance (COI) Program as well as managing the development, implementation and administration of the claims & insurance strategy, governance framework, process, policies and procedures.
What will I be doing?
- Providing leadership and strategic input into management’s decisions and policy making for the effective management of the construction insurance (operation & maintenance phase), placement of corporate (operational) insurance and provide support on claims handling (litigation and non-litigation).
- Implementing effective, risk-informed, and cost-efficient placement of construction insurance for capital projects and operations and maintenance (O&M) phase of capital projects to ensure appropriate, value-for-money insurance coverages and limits for, with a focus on major large-scale capital projects.
- Supporting Metrolinx business units (CPG, PDT, Procurement, Capital Finance), commercial teams and Infrastructure Ontario (IO) in the review of RFP/Contracts/Project Agreements for insurance requirements. Also assisting in the review of insurance policies obtained by PCOs, Contractors and Subcontractors as well as MX insurance brokers and ensuring that policy coverage, limits and deductibles have been obtained as required in the Project Agreement/contracts.
- Standardizing insurance schedules/requirements for construction projects/agreements based on construction models.
- Reviewing project agreements assess risk exposures, loss control measures, PMLs, policy limits, deductibles as well as self-insured retentions based on Metrolinx risk appetite; and resolving any ambiguities or gaps by reaching out to an agreement with CPG, IO, PCo and other stakeholders involved in the project.
- Coordinating with Infrastructure Ontario (IO) on development of Insurance Schedule and related insurance and claims requirements within project agreements
- Preparing Control Board/s, monitors project scheduling/phases, liaise with insurance brokers and ensures timely placement of various insurance policies as required in the project agreements.
- Management and Monitoring of all O&M insurance requirements for Capital Construction projects.
- Managing the transition (handover) of operations & maintenance (O&M) phase insurance requirements to operational insurance program upon substantial completion of construction projects.
- Review of all specimen copies of insurance policies provided by Project CO for O&M phase of construction capital projects upon substantial completion.
- Review of Joint Insurance Cost Report provided by PCO and ensure value for money by obtaining competitive quotes by Project Cos.
- Management, monitoring and handling annual renewal of Corporate Insurance Program to protect all Metrolinx assets and operations including, but not limited to, rail and bus liability, directors & officers’ liability and employers liability, cyber risk, engineer’s errors & omissions, and to fulfil contractual and regulatory requirements.
- Effective management of Vendor Certificate of Insurance (COI) Program.
- Initiating, managing and monitoring RFPs for insurance brokerage services, by developing plans for various RFPs, work with procurement and manage end-to-end operationalization of RFPs to provide trusted insurance advise to vendor relations and capital project teams, as well as delivering efficient claims services to customers and third-party claimants.
- Working closely with insurance brokers for their review, and recommendations to ensure there are no gaps in coverage during the transition from construction to operations/maintenance.
- Developing and implementing construction and operational insurance underwriting governance framework, processes, procedures and tools to support effective and efficient placement of insurance.
What Skills and Qualifications Do I Need?
- Completion of a degree in business administration or a related discipline – or a combination of education, training and experience deemed equivalent. MBA will be considered an asset.
- Demonstrated related experience/training handling construction insurance (OCIP – Owner Controlled Insurance Program) and corporate (operational) insurance programs.
- Prior experience working with construction industry is an asset. Knowledge of various construction project models and insurance requirements related to those models, corporate insurance program administration and claims management.
- Chartered Insurance Professional (CIP) and Canadian Risk Management (CRM) designationsare considered an asset.
