This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. The Enterprise Technology Planner is part of a team of enterprise-focused strategic planners who discover and deliver project/product(s) that create meaningful value for clients and for the state. The incumbent works closely with the Business Solutions Office (BSO) Enterprise Technology Manager, governance group leadership, agency management, data, system, and legal experts to connect and strengthen the enterprise technology management infrastructure.

Responsibilities Include But May Not Be Limited To

Support an enterprise approach to managing systems. Develop and improve enterprise policies, standards, and internal controls for doing business. Bridge and manage IT and business area project relations. Develop interfaced business and IT solutions for efficiently managing systems and its data and information across the enterprise.

Minimum Qualifications

Three (3) years specialized work experience in project/product management or systems/applications management.

Experience Must Demonstrate

Leading or supporting enterprise technology planning, governance, modernization, portfolio management, or strategic technology initiatives that impact multiple business areas, programs, or organizations. Applying Agile, iterative, or other product delivery methodologies to manage work, prioritize requirements, and deliver technological solutions that meet business objectives. Using user research, stakeholder feedback, operational metrics, data analysis, or performance measures to evaluate options, inform decisions, and improve products, services, or business processes. Evaluating and addressing compliance requirements, security considerations, internal controls, or governance requirements in partnership with business and technical stakeholders

Preferred Qualifications

Significant knowledge of human services programs, policies, and systems. Existing relationships with high level senior management in DHS and with MN.IT Services and its partners. Knowledge of the legislative and DHS biennial budget processes. Extensive understanding of the legal and compliance issues related to Minnesota’s human services delivery system, technology and state and federal procurement processes. Understanding of the administrative and operational structures of DHS and its roles and the development, implementation, and management of human services and delivery systems Variety of experiences working effectively with others from different backgrounds and cultures.
