Job Description:
*This is for One (1) Position that is up to 18-Month Fixed Term*
Purpose Of Position
To provide senior level expertise and advisory services in compliance with strategies, programs, and policies specifically to drive high impact and strategic change management initiatives that focus on internal project change adoption within the FSRA Forward modernization program.
Works with information confidential to human resources and workforce planning across business and technical teams, providing advice, designing change strategies to build engagement, promote user readiness, and ensure smooth transitions across impacted areas of business.
Key Responsibilities
Under the general direction of the Manager, Strategy & Governance, the position is responsible for:
Change Strategy & Execution
- Provides senior level advisory services to lead planning, policies, programs or services to enable internal change, focusing on business impact assessments, operational transformation and the people side of change through advisory services to senior management that guide the transition to successful adoption and integration of new systems, roles, and processes.
- Conducts research, develops and supports the implementation of enterprise-wide change initiatives, including initiatives with confidential organizational design and/or people impacts.
- Develops and delivers change management strategies, identifying change management impacts on the FSRA Forward modernization program incorporating strategies that ensure communication, training, and engagement plans align to project phases and milestones.
- Conducts change impact assessments and stakeholder readiness activities across licensing, document management, communication, staff impacts and user operations.
- Applies change management practices to initiatives involving confidential human capital considerations, ensuring confidentiality, discretion and alignment with enterprise priorities.
- Develops and delivers training materials related to new processes (e.g., application intake, risk management, staff communications).
Engagement & Communication
- Manages relationships providing technical consulting advice and guidance to internal and external stakeholders.
- Develops messaging and materials that simplify the change narrative for internal teams and executive stakeholders.
- Facilitates workshops, townhalls, project team engagement strategies and targeted change sessions to support staff awareness, feedback, and adoption.
- Provides regular updates and briefings to program leadership, and FSRA executives on the status of change initiatives.
- Tracks user readiness, adoption metrics, and resistance trends; adjust strategies based on feedback and observed impact.
Project Integration & Collaboration
- Participates in and/or provides project leadership, coordination related to the planning, research and introduction of change management initiatives, including engaging internal team members from HR and FSRA, as required.
- Advises senior leadership on change strategies involving impacts of sensitive workforce or organizational structural changes, providing strategic senior advice and recommendations, as appropriate.
- Partners with business leads, vendors, and project managers to ensure alignment of people-focused change activities with technical rollout and milestone plans.
- Collaborates with cross-functional teams to embed change management strategies into project planning, governance, and delivery; Ensures change activities are integrated with project timelines, deliverables, and stakeholder engagement strategies.
- Maintains a robust measurement and evaluation process to ensure effectiveness of change initiatives; Tracks user readiness, establishment of metrics, and resistance trends; adjust strategies based on feedback and observed impact; Monitors the progress of change initiatives and making adjustments, as needed.
- Maintains change-related documentation and ensure content is easily accessible via project repositories (e.g., SharePoint, Teams).
- Partners with business leads, vendors, and project managers to ensure alignment of change activities with technical rollout and milestone plans.
- Supports leadership in the delivery and optimization of change management strategies to drive employee engagement, enhance connectivity, and help employees understand FSRA Forward modernization strategies and goals.
Qualifications
Education and Experience:
- Degree/Diploma in business administration, human resources, or organizational psychology - or related field - or a combination of education, training and experience deemed equivalent.
- Change Management Certification or equivalent credential, an asset.
- 5 – 7 years’ experience of progressive experience delivering organizational change support on enterprise or regulatory technology projects to support strategic business requirements
- Specialized experience in leading change management and change leadership project initiatives with proven ability to develop and execute change management project plans and strategies that drive successful adoption and utilization of initiatives.
- Experience supporting technology implementations that impact licensing operations, business workflows, or external-facing communications.
Preferred
- Experience delivering change strategies in public sector or regulatory environments.
- Familiarity with large-scale transformation programs involving CRM or licensing platforms (e.g., Dynamics 365).
- Background in adult learning, training design, or communications strategy.
Knowledge and Skills
- Knowledge of relevant Canadian HR legislation (e.g., Ontario Human Rights Code, Accessibility for Ontarians with Disabilities Act, Occupational Health & Safety Act, Workplace Safety Insurance Act, etc.) and collective agreements (OPSEU, AMAPCEO) and best practices to ensure advice and recommendations are in compliance.
- Knowledge of organization culture, and management issues to identify and analyze change management issues and provide strategic advice, develop strategies/action plans to meet business needs.
- Strong understanding of change management principles, methodologies and frameworks (e.g., Prosci, ADKAR) and ability to apply them pragmatically.
- Ability to understand business strategies and translate them into actionable and compelling change management effectiveness initiatives.
- Strategic thinking skills to define change management approaches, including understanding needs, defining strategies and action plans, and execution of key activities to reach defined outcomes.
- Well-developed conceptual and analytical skills to identify and assess needs, identify options and propose HR change management solutions that identify and address barriers to change and develop appropriate solutions to drive business outcomes.
- Sound consultative / collaborative skills and political acuity, to provide advice on change management strategies and influence decisions with people impacts.
- Proven ability to build relationships, influence stakeholders, and manage resistance to change to ensure leadership teams are effective change champions.
- Excellent communication and interpersonal skills to effectively provide advice to senior leadership and the ability to tailor messages to different audiences and effectively engage and influence stakeholders at all levels of the organization.
- Demonstrated ability to create user-centric communications and manage feedback loops in complex environments.
- Experience working in regulated, public sector, or cross-functional project settings is an asset.
- Proficient with Microsoft 365 tools and collaborative project workspaces (SharePoint, Teams, etc.).
