Reporting to the Director, Climate change Secretariat (Director), the Manager, Mitigation (Manager) is a subject matter expert on energy efficiency, Greenhouse Gas reporting and mitigation and/or carbon pricing mechanisms. The Manager is responsible for leading the development of new policies and programs related to climate change mitigation in Nunavut, including energy efficiency and alternative energy in Nunavut, energy policy and legislation and GN climate change mitigation programs. The Manager will have the responsibility of overseeing and undertaking research and analysis and creating and implementing policies and approaches that address energy, legislation and climate change mitigation issues in Nunavut. This includes the provision of advice and briefing and other materials to the Director, Minister of Environment and Senior Management. The Manager coordinates cross-departmental and agency activities related to energy, dealing with policy, regulations, legislations and the creation of Cabinet and Financial Management Board Submissions.

The work of the Manager will potentially have significant impact on the budget of the entire GN. The Manager participates in and chairs meetings within the GN and with external stakeholders.

The Manager also carries out financial, administrative and human resource duties. The Manager represents the GN at intergovernmental affairs meetings and at industry/energy sector events nationally and internationally and may be required to travel with the Minister in an advisory capacity for specific events to support the Director. The Manager provides overall direction for the development of GN positions and strategies for energy issues, and is responsible for participation in selected Federal/Provincial/Territorial (F/P/T) meetings/initiatives.

The knowledge, skills, and abilities required for this job are usually obtained through a Bachelor’s Degree in Social Science, Sciences, Commerce, Public Administration, Economics, Planning, Engineering or Environmental Sciences from a recognized institution, plus three (3) years of experience. Three (3) years of supervisory experience is required, and one (1) year managerial experience is required. Candidate must also have experience in the development and delivery of large funding programs (exceeding $500K). An Energy specialization or ability to speak/write in Inuktitut would be considered assets.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in Inuktitut would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
