The City of Calgary is recruiting a Director, Cyber Security (Chief Cyber Security Officer - CCSO) to lead the Cyber Security Business Unit, which delivers a critical function at the heart of a complex, modern municipality. With a strategic leadership mandate, the Director will lead the Cyber Security Team in the protection of essential public services and enable innovation across the organization.

The CCSO will advance the enterprise Cyber Security program and ensure governance frameworks, policies, and standards are aligned with leading practices. This includes overseeing cyber risk management, threat intelligence, and incident response across the organization, while partnering with departments to continue to embed security into all technology and business initiatives. The CCSO will mentor a high-performing team, strengthen organizational resilience through preparedness and continuous improvement, and ensure Cyber Security is fully integrated into The City's service delivery.

Primary responsibilities include:

  • Strategic Leadership & Governance
    • Manage and maintain a comprehensive cyber security strategy, roadmap, and governance framework aligned with organizational objectives and risk appetite.
    • Administer and oversee cyber security policies, standards, and procedures consistent with recognized frameworks (e.g., NIST, CIS Controls, ISO aligned practices) and applicable legislation.
    • Provide regular briefings and risk reporting to Executive Leadership, and where required, to City Council and Committees.
  • Risk Management and Compliance
    • Lead enterprise-wide cyber risk assessments, vulnerability management, and threat intelligence activities.
    • Guide and advance compliance with applicable legislation, regulations, and standards.
    • Oversee third party and vendor cyber risk management, including security reviews and contract requirements.
  • Incident Response & Resilience
    • Direct the development, testing, and continuous improvement of incident response, disaster recovery, and business continuity plans.
    • Lead and coordinate response to significant cyber incidents, including executive communications, post-incident reviews, and remediation planning.
    • Strengthen organizational cyber resilience through exercises, tabletop simulations, and lessons learned.
  • Operations & Technology Oversight
    • Direct the development, testing, and continuous improvement of incident response, disaster recovery, and business continuity plans.
    • Lead and coordinate response to significant cyber incidents, including executive communications, post-incident reviews, and remediation planning.
    • Strengthen organizational cyber resilience through exercises, tabletop simulations, and lessons learned.
  • Leadership & Collaboration
    • Lead, mentor, and develop a high-performing cyber security team.
    • Partner with IT, Legal, Privacy, Risk, Emergency Management, and Departmental leaders to embed security into operations and projects.
    • Build and maintain relationships with external agencies, sector organizations, and law enforcement as appropriate.
  • Awareness & Culture
    • Lead cyber security awareness and training programs to maintain a strong security conscious culture across the corporation.

Qualifications

  • A Degree in Computer Science, Information Systems, Cyber Security, or a related discipline.
  • A Master's degree in information security, Public Administration, or Business Administration is an asset.
  • The following certifications would be considered an asset: CISSP, CISM, CRISC, CCISO, Incident Command Systems (ISC) level 100-400, or equivalent recognized cyber security certification(s).
  • At least 10 years of progressive experience in information security or IT, including significant leadership responsibility including experience leading medium to large teams.
  • Demonstrated experience leading enterprise level cyber security programs, ideally within the public sector or a highly regulated environment.
  • Experience leading in an operational technology/industrial controls systems environment is an asset.
  • Equivalent combinations of experience and education may be considered.

Union: Exempt

Position Type: 1 Permanent

Location: 800 Macleod Trail S.E.

Compensation: Level E1 $232,560 - 290,700 per annum

Days of Work: This position works a 5 day

work week earning 1 day off in a 3 week cycle.

Hours of work: Standard 35 hour work week
