Qualifications:
Essential:
- Post-secondary education, preferably at the Masters level, in a business, management, technology or related field and extensive related work experience.
- Knowledge of and experience in leading technology projects, including developing business requirements, project management and identifying and evaluating technology options and solutions that are aligned with business needs.
- Supervisory experience with responsibility for human and financial resources.
- Strong political acumen demonstrated through the ability to apply sound judgement and maintain confidentiality.
- Effective written communication skills with the ability to write clear and concise documents with strong attention to detail with various audiences.
- Excellent verbal communication skills with the ability to communicate with internal and external stakeholders.
- Experience in change management and demonstrated ability to support and lead diverse internal and external stakeholders through significant change.
- Excellent organizational and time management skills with ability to prioritize work to meet tight deadlines.
- Strong financial acumen with experience in budgeting and financial management in a technical environment.
Desired:
- Ability to read, write and verbally communicate in French.
- Knowledge of the legislative framework for Manitoba’s early learning and child care system is an asset.
Duties:
Reporting to the Director of Continuous Improvement and Engagement, the Manager leads a team of business analysts who are responsible for the leadership and oversight of information technology systems, initiatives, engagements that create and maintain high quality information technology services for the Manitoba regulated early learning and child care system. The manager is responsible for overall strategic and tactical planning for the division’s IT systems/applications, including liaising with Digital and Technology Solutions (DTS) and collaborating with division staff and external stakeholders to identify and define solutions to improve operational performance and promotes technology innovation to provide enhanced service delivery.
