This position serves to protect and promote the health, safety, and wellbeing of Prince Edward Island children through the inspection, investigation, consultation and education of licensed and unlicensed early learning and child care centres as outlined in the Early Learning and Child Care Act and Regulations.

Duties will include but are not limited to:

  • Conduct comprehensive inspections of licensed early learning and child care centres on PEI as outlined under the Early Learning and Child Care Act and Regulations;
  • Advise owners, operators, supervisors and staff of any violations and work with them to correct unsatisfactory inspection items and to proactively identify and remediate inspection items needing improvement;
  • Document inspection reports and any follow up inspection reports as required;
  • Conduct investigations as the result of a complaint or inquiry under the Early Learning and Child Care Act and Regulations;
  • Analyze the information gathered to determine, what, if any, violation has occurred;
  • Where appropriate, determine the recommended intervention or action required by the licensed or unlicensed centre that could be immediately rectified;
  • Provide results of inspections and/or investigations to Early Learning and Child Care Board Resource and collaborate with Resource on recommendations and follow up;
  • Review applications for certification to determine if applicant meets certification requirements as prescribed in the Early Learning and Child Care Act and Regulations;
  • Identify training opportunities and educate owners, operators, supervisors, staff, stakeholders and the public on the Early Learning and Child Care Act and Regulations and Early Learning and Child Care Board policies;
  • Remain current in National trends in regulatory standards in Early Learning and Child Care;
  • Make recommendations on future provincial regulatory considerations; and
  • Other duties as required.

Minimum Qualifications:

  • Must have a university degree in Early Childhood Education, child study or related area of study in Social Sciences/Education.
  • Must have, or be eligible to hold an Early Childhood Educator Certificate under the Early Learning and Child Care Act.
  • Considerable experience in a licensed early learning and child care centre.
  • Experience and knowledge interpreting relevant legislation and regulations i.e. Early Learning and Child Care Act, Public Health Act.
  • Demonstrated equivalencies will be considered.
  • Extensive knowledge in child development.
  • Must have proven leadership and facilitation skills and the ability to build and maintain effective working relationships and partnerships.
  • Excellent oral and written communication skills and good interpersonal, presentation and conflict resolution skills.
  • Exceptional organizational, analytical and time-management skills, with a proven ability to problem solve.
  • Strong computer skills. (word processing, spreadsheets, databases, etc.)
  • Good previous work attendance record and a satisfactory Criminal Records Check and Vulnerable Sector Check.
  • Hold a valid driver’s license and daily access to a reliable vehicle.

Other Qualifications:

  • Bilingualism would be considered an asset.
