Position Overview/Duties This is an internal announcement for a Civil Engineer (Project Engineer), GS-0810-12, in the South Atlantic Division, Caribbean District, Construction Division, Army National Guard Resident Office.

Who May Apply: This position is open to CURRENT, PERMANENT USACE EMPLOYEES ONLY. You must be a GS-12 to qualify.

Duty Location: Saint Thomas, Virgin Islands.

- Current permanent USACE GS-12 will be considered for reassignment.
- An adjusted Cost of Living Allowance (COLA) rate of 11.88% to base salary is authorized if located in U.S. Virgin Islands.

You’ll perform in-depth technical reviews of design packages, manage contractor performance, lead interagency coordination meetings, and ensure contract compliance from pre-award to completion. As a Contracting Officer’s Representative (COR), you will directly support mission-critical infrastructure while also stepping in as Acting Resident Engineer when needed. This opportunity is being announced through the USACE Voluntary Internal Opportunities Program (VIOP).
