The City of Orillia is currently seeking a highly motivated individual to fill the position of Capital Project Specialist.
Reporting to the Manager of Capital Programs, the Capital Project Specialist is responsible for the implementation of various facility, parks and City property capital projects to optimize City assets, extend useful life and support City services and functions.
Candidates must possess a minimum three year diploma or degree in Engineering or related discipline, as well as a minimum of three years of experience implementing projects, preferably in a municipal environment. This position requires excellent computer skills including MS Office applications, including Word, Excel, e-mail, and the internet.
The City of Orillia offers a competitive salary, a comprehensive benefits package, and registration with the OMERS Pension Plan. The salary for this position is $90,879 to $106,316 based on a 40-hour work week.

Capital Project Specialist
Position Synopsis and Purpose
Reporting to the Manager of Capital Projects, the Capital Project Specialist is responsible for the implementation of various facility, parks and City property capital projects to optimize City assets, extend useful life and support City services and functions.

- Using project management methodology and tools, deliver a variety of facility, park and City property projects with planning, design, tender, construction and commissioning.
- Ensure projects are consistent implemented with identified scope, on budget and on schedule, and of high quality.
- Apply solutions considering on-going operational and maintenance effectiveness.
- Bring forward project issues in a timely manner and work in partnership to resolve.
- Report regularly on project status and progress.
- Participate in short and long-term capital planning for facilities, parks, trails and property projects, applying prioritization criteria and leveraging related Master Plans, studies, condition assessments and other supporting documents.
- Obtain environmental approvals from outside agencies relating to parks and trail projects as needed e.g., Department of Fisheries and Oceans, Ministry of Natural Resources.
- Stakeholder consultation and potential community meetings will require project work after-hours and/or on weekends. Weekly hours will be adjusted accordingly, where possible, to accommodate.
- Other duties as assigned in accordance with corporate objectives.

Financial Management
- Coordinate funding opportunities for City projects, such as grants and incentives.
- Monitoring project budgets, review tender documents, approving progress payments an change orders, prepare and administer cost estimates, budget prep, etc.

- Note: All activities are expected to be performed in a safe manner, in accordance with the Occupational Health and Safety Act and its Regulations, along with Corporate Safety policies, procedures and programs.
In addition, all necessary personal protective equipment must be used and maintained in good condition.

1. Examples of the types of decisions that are made or issues/situations that are dealt with on a regular basis and how judgement is used to resolve them.
- Adjusting schedules or sequencing of activities within a project
- Make minor decisions related to project scope and timeline without impacting program needs
2. Examples of situations or problems that are referred to this position for direction or resolution.

This position may work to develop a variety of solutions for renovations, retrofits and minor new capital and partner with others on the most appropriate one.

Experience

Demonstration of strong project management skillset to effectively track and coordinate multiple, complex projects, including various stakeholders, timelines, budgets and scope.

Strong working knowledge of mechanical, electrical, structural and building envelope, natural environment, controls and management systems.

Excellent computer skills including MS Office applications, including Word, Excel, e-mail, and the internet. Experience with energy and asset planning systems is an asset.

Possess excellent leadership, time management, organizational negotiation and communication skills with the ability to multi-task.

Understanding of governing agencies and regulations (Ontario Building Code, Fire Code, TSSA, CSA Playground Standards, Electrical Safety Authority, Municipal bylaws related to zoning, etc.
Physical Demands

Sitting, standing, or walking. Work is conducted in a standard office environment with continual visual concentration required.

Proper personal equipment (PPE) is required when on-site at various construction projects and facilities.
