The ROLE

The Business Intelligence Specialist plays a critical role in advancing data-informed decision-making within the agency through the development and delivery of data and analytics tools. This role is responsible for designing, developing and maintaining high quality dashboards, managing and analyzing complex datasets and applying advanced analytical techniques to identify trends, forecast demand and support strategic and operational improvement initiatives

This is a newly createdContract Full Time rolewithin the Clinical Strategy and Performance Excellence team****until March 31, 2028.

RESPONSIBILITIES

Business Intelligence & Dashboard Development

  • Design, develop and maintain interactive dashboards and reports using built-in reporting functionality within existing case management tools and other tools including but not limited to excel, MS Power BI and Air Tables.
  • Translate business requirements into effective data visualizations that clearly communicate trends and enable business users to draw insights for action or improvement.
  • Ensure dashboards and reports follow data storytelling best practices.

Data Management

  • Extract, transform, and manage data from multiple sources to support reporting and analysis.
  • Develop and maintain SQL-based reports and queries within existing case management systems to support operational and quality reporting needs.
  • Ensure alignment between system-based reports and enterprise BI dashboards to maintain consistency and data integrity.
  • Develop and maintain data models, documentation and metadata to support transparency and interpretation.
  • Identify data quality issues and collaborate with system owners, data stewards and others to resolve them.
  • Implement and manage data validation and quality assurance processes.

Data Analysis

  • Conduct advanced statistical analyses including regression analysis, cluster analysis and other multivariate techniques to identify drivers, patterns and relationships within service and outcome data.
  • Develop forecasting models to support capacity planning, demand forecasting and trend projections.
  • Use R and/or Python including the application of R and Python libraries to perform advanced analytics.

Project Management

  • Lead and coordinate 2 to 3 small/medium scale projects concurrently, ensuring that they are delivered on time and within scope.
  • Manage project planning, project timelines, stakeholder communications and training activities.
  • Facilitate project meetings, track milestones and proactively address risks or barriers with leadership consultation.

Stakeholder Engagement & Change Management

  • Engage internal stakeholders throughout the project lifecycle.

  • Facilitate Working Groups and project meetings to gather input and communicate updates.

  • Build positive relationships across the agency to support shared understanding and collaborative decision-making.

  • Help teams adapt to new tools, processes, or changes by applying change management best practices.

  • Contribute positively to a collaborative, respectful, and solutions-oriented team environment.

Coaching & Leadership

  • Provide guidance on performance measurement, indicator development, and data-informed decision-making practices.
  • Stay current on emerging BI tools, analytical methods and trends relevant to data and analytics in community mental health.
  • Support the evolution of ROCK’s data and analytics capabilities through the development of tools and peer coaching.

Compliance, Safety, and Safeguarding Responsibilities

  • Comply with the Occupational Health and Safety Act, including the requirements of Section 28, and follow all agency health and safety policies.
  • Operationalize client safety by adhering to policies and guidelines that support consistent delivery of safe, high-quality services.
  • Commit to supporting client-centered care by adhering to ROCK’s principles of respect, collaboration, and service planning as outlined in the agency’s strategic plan.

Collaboration and Communication

  • Communicate clearly and professionally with internal staff and management.
  • Provide responsive and respectful customer service to internal stakeholders.

Supervisory or Leadership Responsibilities

  • This position does not have direct supervisory responsibilities but is expected to demonstrate accountability, initiative, and professional leadership within the scope of the role.

QUALIFICATIONS

EDUCATION

  • Bachelor’s degree in data science, Statistics, Computer Science, Health Informatics, Analytics or a related field; Master’s degree is considered an asset.

  • Relevant certifications such as MS Power BI, data analytics, data science or health informatics credentials are considered an asset.

EXPERIENCE

  • Minimum of 2 to 3 years of relevant experience in business intelligence, data analytics or related role, ideally in a mental health, healthcare or non-profit environment.

  • Familiarity with healthcare or mental health service data/indicators is an asset.

  • Familiarity with privacy legislation and data governance practices relevant to healthcare data is an asset.

  • Familiarity with children’s services or community-based programming is an asset.

  • Advanced proficiency in Microsoft Excel and Microsoft Office applications.

  • Proficiency in MS Power BI, SQL, R and Python.

  • Strong analytical, problem-solving, and communication skills.

  • Ability to work collaboratively within a team environment while maintaining a high degree of accuracy and attention to detail.

  • Proficient in the use of technology as required of the position, including working in a virtual environment with MAC OS operating systems experience preferred.

  • Experience working with MS Power BI or Canva is considered an asset.

  • Current (within three months) criminal reference check with vulnerable sector search.
