PROGRAM EVALUATION SPECIALIST Full Time Position- 37.5 hours per week

EveryMind Mental Health Services is looking for an enthusiastic and dynamic Program Evaluation Specialist with an interest in the non-profit health sector to join our System Planning & Accountability team.

EveryMind is an accredited children’s mental health centre that provides a continuum of high-quality mental health services for children, youth and their families who are experiencing social, emotional and/or behavioral challenges.

Job Summary The Program Evaluation Specialist performs a key role in ensuring that the System Planning and Accountability Department develops evaluation processes that enhance the effectiveness of clinical services and supports evidence-based decision making in keeping with EveryMind’s mission, vision, values and philosophy. Reporting to the Manager, Performance Measurement and Improvement, and working closely with, the Chief Officer, System Planning & Accountability, the Program Evaluation Specialist is responsible for (a) the development and implementation of evaluation and measurement frameworks that assess the extent to which our programs and services are efficient and effective and (b) maintaining current knowledge of best and emerging practices in the fields of evaluation, measurement, and research and ensuring congruence with EveryMind’s quality enhancement strategy and accountability framework. This position is part of the Performance Measurement & Improvement Team and contributes to building the capacity for evaluation, measurement, and research within the organization.

Hiring Salary range - $68,805 - $74,420 Please note that hiring salaries are commensurate with experience and generally start at the beginning of the range.

Job Responsibilities: The incumbent will:

  • Develop, design and implement data collection procedures and measurement tools to support program evaluation, research and evidence-based program implementation across EveryMind’s clinical services.
  • Measure the effectiveness of new and existing services in improving the mental health outcomes of clients.
  • Explore and recommend evaluation and research methodologies that facilitate their integration into day-to-day clinical work by consulting with staff, management, clients and community stakeholders.
  • Engage with key stakeholders (e.g., children and youth, caregivers, EveryMind staff, community partners, etc.) within EveryMind and across the child and youth mental health system to ensure that program evaluation methods are developed using a participatory, collaborative, utilization-focused lens.
  • Utilize program evaluation tools and methods (e.g., logic models) to describe program activities and associated outcomes for process and outcome evaluations.
  • Gather data from a variety of internal (e.g., information systems) and external (e.g., Statistics Canada) sources.
  • Provide management with comprehensive and timely reports, including recommendations, to assist with monitoring and decision-making processes for improving clinical services.
  • Develop and implement processes and strategies and set standards for data collection that ensure the integrity of process and outcome data.
  • Create and support a culture of learning through the development and implementation of program evaluation and research projects and methodologies.
  • Train and support staff responsible for the collection and input of data.
  • Analyse data using the appropriate quantitative and/or qualitative statistical techniques.
  • Summarize and present data using a variety of formats (e.g., reports, presentations, infographics, etc.) that ensures information is easily shared and understood by all stakeholders.
  • Provide support and consultation to EveryMind management and staff regarding standardized measurement tools and the interpretation of data.
  • Ensure the maintenance of clinical measurement systems (e.g., interRAI ChYMH, Screener+, etc.).
  • Maintain up to date knowledge regarding the needs and issues of the child and youth mental health sector, including (a) the local mental health needs of children/youth, (b) service trends and barriers, (c) funder requirements/accountabilities, (d) the needs and strengths of community partner agencies, and (e) local/provincial political and economic climate.
  • Ensure all tasks completed are carried out in compliance with relevant legislation and professional standards, and with EveryMind’s policies, procedures, and guidelines.

Skills and Qualifications:

  • Master’s Degree in a related field with eligibility for membership in the appropriate professional association (e.g., Canadian Evaluation Society), or the equivalent combination of education and experience.
  • A minimum of three years directly related experience in evaluation, measurement and applied research.
  • Applied knowledge of evaluation and research processes, methods and statistical techniques including design, analyses, conceptual rigour, and knowledge dissemination.
  • Excellent statistical software skills with high proficiency in Excel and SPSS (Statistical Package for the Social Sciences). Experience with use of qualitative research techniques and computer software (e.g., atlas.ti) is an asset.
  • Extensive experience with databases and data management processes, including collection, monitoring, and audit protocols that ensure data integrity and facilitate analyses and reporting.
  • Familiarity with children’s mental health services, accreditation standards, and certification as an evaluation professional are assets.
  • Excellent computer skills with demonstrated proficiency with word-processing/presentation/email/calendar software, search engines, and web-based platforms. Excellent oral and written communication skills, with the ability to effectively share and present information to all stakeholders.
  • Strong interpersonal, organizational, and administrative skills, with a keen attention to detail.
  • Excellent project management skills and proven ability to work on multiple projects, concurrently.
  • Demonstrated ability to take initiative and to work independently, as well as part of a team.
  • Valid Ontario driver’s license, use of a vehicle and the ability to work in a variety of settings.
  • Some evening work may be required.
  • A Satisfactory Vulnerable Sector Police Check and Pre-Employment Medical screening (including TB test, MMR, TD, Polio, Covid-19 vaccination), is required.
