As a Business Strategist with Calgary Housing (CH), you will be responsible for the development of a strategy for affordable housing development and service delivery for 27,000 Calgarians, providing comprehensive and timely analysis, strategic advice and policy recommendations to CH¿s executive leadership team, CH Board, City Administration, CH¿s shareholder (City Council) and other interested parties. You are a key source of financial, analytical and technical expertise in the delivery of CH¿s Housing Strategy. Primary duties include:
- Lead the creation and development of strategic and business plan initiatives by analyzing information on affordable housing issues and trends, funding and borrowing programs, and identifying opportunities to maintain and increase the supply of affordable housing and associated services.
- Analyze and assess the strategic, financial, and legal implications of possible initiatives, create and evaluate options for consideration by senior management, CH board, and Council and make recommendations considering this evaluation.
- Develop plans, policies and strategies, identify gaps, conduct research and develop strategies and recommendations that will help maintain and increase the supply of affordable housing.
- Advocate to other orders of government for funding, policies and programs that align with The City and CH¿s affordable housing objectives.
- Prepare, write and implement policy direction for key program areas, aimed at achieving the goals and objectives of CH.
- Develop and submit funding applications and requests for various social funding programs, explore and access potential borrowing opportunities through The City and other financial institutions in alignment with strategic initiatives and projects.
- Build relationships with internal and external partners, including other non-profit social housing agencies and other levels of government to improve service for housing delivery.
- Represent CH on affordable housing issues on various internal and external committees.
- Lead policy development, strategic projects, and process improvement projects.
Qualifications
- A degree in Business, Public Administration, Planning, Architecture or a related field and at least 5 years of related experience in policy and program development, process improvement and/or operational and strategic planning.
- An understanding of municipal governance and operational processes with knowledge in a variety of long range planning activities such as finance, capital asset planning, business planning, management and policy theory/development.
- Experience with report writing, project management, finance and client negotiation will be considered an asset.
- Well-developed research, analytical and problem solving skills and business and political acumen.
- Strong communication and facilitation skills with the ability to influence others and build consensus.

Workstyle: This position may be eligible to work from home as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.
