Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Rapid Transit – Operations BRT and Bus Infrastructure Office is looking for a Manager, Transit Operations & Maintenance to provide safety compliance and contract oversight across the BRT networks. This role will collaborate and maintain relationships with municipal service providers and external vendors and provide technical and functional oversight to the operations and maintenance of BRT stations and transitways. The BRT team works to provide customers with high-quality transportation through safe, fast, on-time, and efficient service delivered under contract agreements. Also maintaining customer-first focus within the Bus Rapid Transit programs while supporting project delivery and diversion planning.
What will I be doing?

Oversees services through the planning and implementation of operational guidelines that meets service demand by:

Managing the operator to effectively deliver on their obligation to the service level plans. Any non-compliant deliverables will need delivery of mitigation strategies working with the construction Team, operator, or maintainer as appropriate.

Oversee the implementation of management plans and programs through facilitation and consultation with stakeholders

Advises on the development of plans to enhance communication with partners, stakeholders and the public, ensuring the optimal balance between customer service levels and operational plans.

Managing the service delivery schedules and operational plans in compliance with BRT service strategies and strategic plans
-
Manages the operations of divisional projects that support objectives

Plays a key role in tracking the delivery and supporting the high-level strategy for operational plan execution and continuous support for the implementation of business and operation plans whilst managing the day-to-day operations of the transitways.

Through auditing and monitoring functions, ensures contractor compliance with agreement terms and conditions both contractual and regulatory, governing the delivery of transportation services.

Coordinates BRT service operation in collaboration with other Metrolinx departments and functions, to ensure high-quality customer service.

Conducts and manages operational planning in alignment with organizational strategic plans, which includes discussion/negotiation with other business units.

Manages the delivery of BRT services to provide safe, effective, and efficient movement of customers.

Manages annual and long-term budgets and staffing plans that adhere to corporate standards and applicable legislation.

Manages and provides constructive feedback and guidance to a team of contractors, consultants and/or other partners to ensure compliance and alignment to Metrolinx’ high standards of performance, values and positive working relationships.
What Skills and Qualifications Do I Need?
- Completion of a degree in Business or Engineering, or a related discipline – or a combination of education, training and experience deemed equivalent.
- Demonstrated progressive experience in the transportation and/or public transit sector, which includes managing/leading a group of frontline staff and/or managing projects, ideally within the public sector.
- Achievement of a project management certification, such as Project Management Professional (PMP), would be an asset.
- Experience managing operations in passenger rail service or bus operations would be an asset.
- Knowledge of the applicable legislation and bus transportation rules affecting environmental, public, and employee safety is required.
- Knowledge of transportation, engineering, and planning is also required to identify potential inadequacies, evaluate plans developed by others, and ensure that Metrolinx has an understanding of the most appropriate public transportation analytical tools.
- Experienced based on commuter rapid transit (e.g. LRT, BRT) system planning, design and delivery, which may include surface and subway mainline and stations, maintenance of RT systems, related storage yards, etc.
- Understanding of the System Safety Certification processes.
- Leadership skills to manage, mentor, and develop direct reports; experience in the application of collective agreement provisions to monitor and manage employees and contractors.
- Experience with vendor management to manage development and delivery of externally provided products and services and monitor service delivery and performance against contract provisions.
- Knowledge and understanding of information technology (IT) capabilities and the budget planning and monitoring process.
- Interpersonal and oral/written/presentation skills to assist with the preparation of reports and presentations, new directions, or recent findings in operations studies and present to technical and non-technical audiences.
