The Health Safety and Compliance team is hiring aManager, Clean Fuels Compliance Planningfor a temporary 2-year term basis at ourCo-op Refinery Complex (CRC)inRegina, SK,reporting to the Director, Energy Roadmap Business Development.
This position is ahybridopportunity and is based inRegina.
We’re looking for a strategic, forward thinking leader who brings deep expertise in refinery operations and low carbon regulatory frameworks to guide FCL’s long term Path to Energy Compliance. This is a unique opportunity to shape our transition into a low carbon economy by supporting the execution of major projects, mitigating compliance risks, and driving impactful partnerships across government, industry, and internal teams.
What you’ll do:
- Lead long‑range compliance planning by identifying regulatory risks, developing mitigation strategies, and advising on economic drivers that influence short‑ and medium‑term decision‑making.
- Coordinate FCL’s environmental credit forecasting and compliance strategy, providing recommendations to executive leadership and ensuring accurate, cost‑effective credit generation and federal reporting.
- Partner with Operations, Engineering, Supply, Commercial, and Major Projects teams to translate strategy into actionable plans, evaluate margin‑improvement opportunities, and validate the economic justification of synergy projects and commercial deals.
- Build strong cross‑functional and external relationships, representing FCL/CRC with government bodies and industry associations while providing technical and regulatory guidance to internal teams.
- Lead project de‑risking efforts through funding applications, research, and analysis—securing incentives, advancing project approvals, and driving innovative solutions that reduce carbon intensity and optimize FCL’s compliance path.
Who you’ll work with: **The Team:**Reporting to the Director, Energy Roadmap Business Development, you will work closely with professionals across the organization, including Compliance, Major Projects, Manufacturing Operations, Supply & Trading, Finance, Sustainability, and Government Relations. The position will have one direct report. This team strives to cultivate a culture of collaboration, technical excellence, proactive problem‑solving, and continuous improvement.

Who you are: You are looking for a career in Health, Safety, Security, & Environment (HSSE) & Sustainability and:
- Have 8+ years of relevant progressively responsible experience in the petroleum industry. Knowledge of business management and production planning considered an asset.
- Have a Bachelor’s Degree in Engineering from a recognized institution. Other disciplines will be considered in combination with extensive petroleum refining experience. (a combination of relevant education and experience may be considered).
- Have membership or be eligible for membership in the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS) as a Professional Engineer or equivalent.
