About the role

Description

  • Reviews and guides vendor solution architecture and integration models, ensuring compliance with OPS enterprise standards (TRA, GO-ITS, GovTechON target state).
  • Provides architectural guardrails, advises on strategic design choices (e.g., single-org vs. multi-org operations, security/sharing models), and documents conceptual solution architecture that is decision-ready for OPS governance bodies.
  • Ensures Alpha deliverables are reusable, scalable, and buildable in Beta/MVP phases.

Deliverables:

  • Review and validate vendor Alpha deliverables (information architecture, data models, conceptual solution architecture, outcomes reporting) to ensure alignment with OPS standards (TRA, GO-ITS, GovTechON).
  • Provide architectural guidance on Salesforce and Dynamics CRM data, security, sharing, and integration models, including single-org vs. multi-org strategies.
  • Establish OPS platform guardrails to ensure Alpha outputs are scalable, secure, and interoperable.
  • Partner with business analysts and ministry stakeholders to ensure technical solutions reflect business and regulatory requirements.
  • Prepare decision-ready architecture documentation and recommendations for governance (e.g., Architecture Review Board, PSC, JESC, TB/MBC).
  • Anticipate and assess architectural risks, provide mitigation strategies, and ensure continuity of knowledge across Alpha to Beta.
  • Act as OPS senior technical advisor, ensuring vendor work in Salesforce and Dynamics CRM aligns with long-term enterprise architecture priorities and OPS digital strategy.

Experience and Skill Set Requirements

Public Sector Experience: 25 points

  • 5+ years of knowledge and experience in the following:

  • Supporting federal, provincial, or broader public sector healthcare projects, with a focus on reviewing and guiding vendor deliverables to ensure alignment with OPS enterprise systems, standards, and processes.

  • Applying Ontario Public Service enterprise architecture standards and practices (e.g., TRA, GovTechON target state, EA artefacts) to validate vendor outputs and ensure continuity between Alpha and Beta phases.

  • Reviewing and producing clear, comprehensive architecture documentation (e.g., information architecture, conceptual solution architecture, outcomes reporting) that is decision-ready for OPS governance bodies (e.g., Architecture Review Board, project and executive steering committees, Treasury Board/Management Board of Cabinet).

  • Navigating OPS I&IT governance and policy processes, including IT project approvals, compliance reviews, and procurement checkpoints, to ensure vendor deliverables are aligned with ministry requirements and OPS central agency expectations.

  • Ensuring adherence to OPS enterprise standards (e.g., GO-ITS, TRA, GovTechON target state) and health interoperability standards (FHIR, HL7, SNOMED-CT, LOINC), by validating vendor deliverables against these requirements and advising on any gaps that could affect Beta readiness or central agency approvals.

  • Providing continuity and stewardship across phases by maintaining OPS-side architectural knowledge, ensuring patterns, data models, and conceptual designs delivered in Alpha are reusable and buildable in Beta.

Technical Skills: 40 points

  • 10+ years of experience in the following:

  • Design and Implementation:

  • Proven experience reviewing, validating, and providing architectural guidance on Salesforce (multi-cloud solutions including Sales, Service, Experience, and Public Sector Solutions) and Microsoft Dynamics 365 CRM architectures, to ensure vendor designs meet OPS standards for scalability, security, and high availability.

  • Expertise in assessing and guiding Salesforce and Dynamics CRM solution implementations (e.g., Salesforce LWCs, Apex, Flows, OmniStudio/Vlocity, Mulesoft; Dynamics Power Apps, Power Automate, Dataverse), including the ability to advise on single-org vs. multi-org strategies, to ensure alignment with OPS enterprise integration standards, TRA, and long-term maintainability.

  • Experience applying Agile methodologies, with the ability to review vendor sprint deliverables and guide design and deployment practices so they remain compliant with OPS requirements and feed into a prioritized MVP backlog for Beta.

  • Strong understanding of Salesforce and Dynamics ecosystem trends (e.g., Salesforce Einstein AI, Data Cloud, AppExchange; Microsoft AI CoPilot, Power Platform, AppSource) and ability to advise OPS leadership on applicability to regulatory programs and long-term platform strategy.

  • Skilled in evaluating and providing guidance on hybrid and multi-cloud designs (Salesforce PaaS, Heroku, containerization, Azure integrations) to ensure compliance with GovTechON target state and scalability across ministries and sectors.

  • Deep knowledge of Salesforce and Dynamics technical design principles and governance frameworks, with proven ability to steer vendor architecture decisions to align with OPS EA artefacts, GO-ITS, and ensure Alpha deliverables transition smoothly to Beta/MVP build activities.

  • Solution Delivery:

  • Extensive experience overseeing the architecture, design, and optimization of enterprise-grade Salesforce and Dynamics CRM solutions, with the ability to validate vendor deliverables (e.g., conceptual solution architecture, data models, outcomes reports) to ensure compliance with OPS EA standards and readiness for Beta.

  • Skilled in reviewing and providing guidance on Salesforce configurations (LWCs, Apex, Flows, OmniStudio/Vlocity) and Dynamics CRM configurations (PowerApps, Power Automate, Dataverse), alongside integrations with external platforms (MuleSoft, REST/SOAP APIs, event-driven architectures) to confirm alignment with OPS integration and security standards.

  • Proven ability to assess and advise on mobile-ready solutions, including Salesforce Mobile App and Dynamics 365 Mobile, to ensure accessibility, usability, and compliance with OPS device/security standards.

  • Expertise in identity and access management within both Salesforce and Dynamics CRM (e.g., SSO, MFA, PKI, OAuth/JWT), with experience validating vendor security designs to ensure alignment with OPS privacy, cybersecurity, and enterprise security frameworks.
