The Project: The Project Leader/Project Manager is the senior, accountable lead responsible for the management and delivery of construction‑phase professional services on a large, complex infrastructure or public‑realm project.

The role provides overall leadership, coordination, and control of a multi‑disciplinary consultant team and acts as the primary interface with the client, delivery partners, contractors, and key third‑party stakeholders. The Project Leader is responsible for ensuring contractual compliance, robust governance, effective risk management, and successful delivery outcomes.

This is a leadership role requiring strong commercial acumen, excellent stakeholder management capability, and experience operating within formal public‑sector or highly regulated delivery environments.

  • Provide visible leadership on health, safety, and wellbeing across the consultant team.

  • Ensure all project activities are delivered in compliance with applicable health and safety legislation, project safety requirements, and site protocols.

  • Promote a strong safety culture and support proactive identification and management of safety risks.

  • Ensure appropriate escalation, reporting, and resolution of safety incidents or concerns.

Client focus – Deliver on our promise:

  • Act as the Prime Consultant’s civil construction lead during the construction phase.

  • Oversee day‑to‑day delivery of civil works, ensuring alignment with programme, quality, and safety objectives.

  • Provide timely, evidence‑based advice to the client on constructability, sequencing, and delivery risk.

  • Build and maintain strong working relationships with contractors, utilities, authorities, and third‑party stakeholders.

Integrity – Always do the right thing:

  • Ensure services are delivered in full compliance with contractual, commercial, and governance requirements.

  • Maintain accurate, traceable, and auditable project records appropriate to public‑sector or regulated environments.

  • Lead fair, transparent, and contract‑aligned management of change, issues, and claims.

  • Escalate risks, conflicts, or non‑compliance promptly and professionally.

Create opportunity for our people to excel:

  • Provide leadership and direction to a multi‑disciplinary consultant team.

  • Support, mentor, and develop team members and discipline leads.

  • Encourage collaboration across disciplines and organizations to support integrated delivery.

You’ll Be Responsible For:

  • Overall leadership and management of construction‑phase professional services.
  • Coordination of multi‑disciplinary consultant inputs to ensure aligned, timely delivery.
  • Day‑to‑day interface management with the client, contractors, and delivery partners.
  • Oversight of construction‑phase contract administration activities, including: RFIs and technical queries, submittals and reviews, design revisions and change control, site instructions and issue management.
  • Monitoring programme progress and identifying schedule, cost, and risk exposures.
  • Supporting the client with structured risk mitigation and decision‑making.
  • Managing participation in progress meetings, governance forums, and issue resolution workshops.
  • Supporting commissioning, close‑out, and post‑completion activities as required.

You’ll Need To Have:

  • Significant experience leading complex infrastructure or built‑environment projects during construction.
  • Strong understanding of construction‑phase service delivery and contract administration.
  • Proven experience working in collaborative or progressive contract models
  • Experience working within formal governance, assurance, or public‑sector environments.
  • Proven ability to manage multiple interfaces, stakeholders, and competing priorities.
  • Excellent leadership, communication, and problem‑solving skills.
  • Ability to lead confidently in complex, fast‑moving, and issue‑rich environments.
  • Degree in engineering, architecture, construction management, or a related discipline.
  • Relevant professional accreditation or chartership (or working towards)
  • Experience on large, multi‑disciplinary projects with significant technical and stakeholder complexity.
  • Strong understanding of document control, change management, and reporting requirements.
  • Commercial awareness and the ability to balance risk, quality, programme, and client outcomes.

Note: The estimated salary for this position is 180,000-240,000 CAD. Starting salary may vary based on permissible, non-discriminatory factors such as experience, skills and qualifications.
