About the role

Position Overview

The hiring salary range for this position is from $109,010.85 to $125,355.75

Under the direction of the VP, Operations, the Manager, Corporate Operations and Administration will oversee all corporate administrative and operational functions required to support the service delivery requirements of EORLA. Key areas of responsibility will include leading a team of administrative and communications professionals and their work, operational planning and performance as well as contracts and procurement management. Specifically, the Manager will be responsible for leading the annual operations and communications plans, contracts and procurement management for EORLA labs, corporate policies and procedures, changes to member and client service contracts and business development activities.

Key Areas of Responsibility

Administration and Planning

  • Leads a team of administrative professionals within the organization, supporting various EORLA discipline heads and operations leads (e.g., work planning and assignments; staffing and scheduling; and performance management; etc.).

  • Leads the annual operations planning process, including plan development with reporting targets, deliverables and a reporting framework.

  • Leads EORLA space planning and facilities management activities, including support with onboarding and offboarding of leaders and physicians.

  • Collects, analyzes and reports on operational metrics for the organization, creating reports and presentations for a range of key stakeholders, including CEO, Board of Directors and Committees.

  • Develops and updates key performance reports for the organization, supporting the tracking and performance of the operations intended for leadership decision-making and Board review.

  • Leads EORLA’s project management activities, including the development of project management and change management training resources and toolkits, supporting project leads with project planning, communications, tracking and reporting as required.

  • In collaboration with CCO, EORLA, TOH, coordinate responses to RFIs for new testing and funding.

Contracts and Procurement Management

  • Manages EORLA contracts and vendor relations with clients, members and vendors for lab supplies, equipment, and services.

  • Works closely with TOH Procurement Services and MMC group purchasing organization to ensure EORLA strictly adheres to Ontario’s BPS Guidelines.

  • Leads Board business cases and motions when contracting for equipment and services exceed leadership approval thresholds.

  • Tracks and reports on contracts and vendor management ensuring optimal pricing, terms and conditions and potential variances from budget; tracks renewal dates to ensure service continuity.

  • Manages, in collaboration with MMC and TOH, external vendor relationships/contracts for equipment and supply service needs of EORLA member hospital labs.

  • Liaises with non-member hospital service users to draft contracts, clarify and explain invoicing, including obtaining required documentation from regional laboratories.

  • Develops and supports the EORLA Scope Change/Response and approval processes for the organization to ensure successful change, growth and innovation in lab tests and techniques.

Communications & Culture

  • Leads the annual communications planning process, supporting the team with plan development, implementation and evaluation, including key activities such as media relations, website management, staff and member portal management, social media activities, newsletters, etc.

  • Leads all aspects of Medical Laboratory Week (April) to recognize the laboratory profession.

Business Development and Innovation

  • Supports VP, Operations with business development activities through committee ideas generation, leads tracking and managing of key contacts and contracts.
  • Supports development of business cases and proposals for new business ventures leveraging research and financial data.

Basic Requirements

  • Post-secondary degree or diploma in business administration.

  • Minimum of five years of previous experience including two years in a leadership role in a business operations support function.

  • Knowledge of health care operations and leadership, including talent management, the health care industry and hospital sector.

  • Understanding of performance, financial, and project management practices, including the development, tracking, and reporting of key performance indicators, budget and variance analysis, procurement processes (selection, inventory management, and invoicing), and project management with strong communication and change management capabilities.

  • Process improvement and analytical skillset, with the ability to enhance procurement, contract management, scope change processes, business development activities, and performance tracking.

  • Proven capability to gather and analyze data, translate it into meaningful information and visual formats to support decision‑making, and provide technical and process support for metrics tracking.

  • Strong communication and change‑management skills to effectively encourage adherence to organizational policies and processes.

  • Demonstrated communication and stakeholder engagement skills, with the ability to collaborate effectively with internal and external partners.

  • Ability to develop clear and engaging communication materials (including newsletters and visual data representations).

  • Effective collaboration skills, with the ability to work effectively with member hospitals and diverse stakeholders to resolve business process and operational issues, including navigating resistance and managing frustration in a constructive, solutions‑focused manner.

  • Ability to work independently with minimal supervision.

  • Capacity to use data and performance metrics to support strategic and operational decision‑making.

  • Demonstrated skillset that lends to managing laboratory licensing requirements to ensure uninterrupted operations and protect organizational reputation, as well as overseeing inventory management and procurement where decisions can impact financial risk, cost control, and potential gains or losses.

  • Proven ability to lead, coach, and manage an administrative support team, with hands‑on experience in hiring, employee development, and formal performance management.

  • Ability to effectively manage multiple competing priorities in a fast‑paced environment with tight and unexpected timelines.

  • Must have a valid driver’s license and access to a vehicle, as some travel between laboratory sites may be required.

As a pre-condition of employment, all new EORLA employees will be required to obtain and provide a satisfactory Criminal Records Check dated within six (6) months from the date of issue.

Preferred Qualifications

  • Masters in Health Services Administration or related field preferred.
  • Knowledge/experience with laboratory units is considered an asset.
  • Bilingualism (English & French) is considered an asset.

The Eastern Ontario Regional Laboratory Association (EORLA) is a member-owned, non-profit organization encompassing the operation of 19 licensed, acute-care, hospital-based clinical laboratories that service clinical programs across the Champlain Local Health Integration Network (CLHIN) of Eastern Ontario A leading, innovative model of integrated laboratory practices in the province, the purpose of EORLA is to deliver patient-focused, consistent, high-quality and cost-effective hospital-based laboratory services to meet the needs of the region's patients.

EORLA laboratories provide diagnostic testing to both hospital inpatients and registered outpatients, performing a total of approximately 12 million tests annually. Comprehensive testing in the disciplines of Anatomic Pathology, Biochemistry, Genetics, Transfusion Medicine, Hematopathology, and Microbiology/Virology is performed.

All EORLA laboratories are accredited by Ontario Laboratory Accreditation (OLA) and The Ottawa Hospital Tissue Typing Laboratory is accredited by the American Society for Histocompatability and Immunogenetics (ASHI).

Laboratory staff includes over 800 Medical Laboratory Technologists and Medical Laboratory Assistants along with approximately 65 Medical/Scientific staff.
