Position: Deputy Municipal Engineer
Salary: Pay Band 11, Non Union ($132,350 to $154,830)
Reports to: Corporate Leader – Operations/Municipal Engineer
Purpose of Position:
Reporting to the Corporate Leader – Operations/Municipal Engineer, the Deputy Municipal Engineer is responsible for the administration of Engineering and Infrastructure and Utilities and Energy Management.
As a member of the Senior Leadership Team (SLT), the Deputy Municipal Engineer is responsible for overseeing all matters related to service delivery of Engineering and Infrastructure and Utilities and Energy Management. This position may be assigned as the back up to the Corporate Leader – Operations/Municipal Engineer position.
Qualifications and Experience:
- 4 year University degree in Engineering is required;
- Professional Engineering designation is required;
- Must have 8 years of progressive leadership experience in related field;
- Must have experience in development of long term planning of Infrastructure Maintenance and Utilities and Energy Management;
- Must have experience as a leader of complex strategic projects and overseeing major cross-functional initiatives in a diverse, complex and multifaceted organization;
- Must have experience leading large-scale transformational change initiatives and delivery of programs that create service improvement and efficiencies, and involve multiple stakeholders;
- Must have experience developing effective relationships, both internally and externally;
- Project Management Professional designation is an asset
- Valid Ontario driver's license
- Clear police clearance
Knowledge and Skills:
- Demonstrate leadership and administrative skills to plan, direct, lead and coach technical experts.
- Understanding of municipal infrastructure, design, and system modelling.
- Skills in providing service centered leadership and building professional relationships with internal and external stakeholders;
- High level of interpersonal and multidisciplinary project management skills
- Ability to manage competing priorities and demands in a rapidly changing environment;
- Ability to prepare reports, correspondence, presentation material and Council reports;
- Sound judgement and discretion skills at a senior management level;
- Comprehensive knowledge of and ability to interpret and administer a variety of regulations, Acts, contractual agreements, policies and guidelines;
- Demonstrate verbal and written communication skills at senior management level.
Major Responsibilities:
- Direct activities of Engineering and Infrastructure and Utilities and Energy Management
- Keep current on industry trends, emerging technologies, and best practices related to project management. Evaluate their potential impact on the organization and recommend strategies for adopting new technologies or approaches to drive innovation.
- Ensure seamless integration and coordination of large scale Engineering and Utilities and Energy Management initiatives by providing support
- Oversee and manage the Consolidated Linear Infrastructure (CLI) process involving participation and feedback from multiple divisions in Operations.
- Align divisional objectives with the organization's overall goals, considering factors such as cost efficiency, quality, safety, and external stakeholder satisfaction.
- Direct the development and preparation of policies, procedures and systems as it relates to Engineering and Utilities and Energy Management to ensure the effective operation of respective divisions;
- Ensure compliance with all regulations, bylaws, legislation, health and safety practices within the respective divisions;
- Assess and improve operational processes, systems, and workflows to enhance efficiency, productivity, and effectiveness. Identify areas for optimization, automation, and cost reduction while maintaining high standards of quality and safety.
- Ensure the implementation of best practices in project management and the corporate project management framework; and,
- Other duties as assigned.
Decision Making and Judgement:
- Developing and recommending short and long range planning for the respective Divisions
- Directing respective Division Leaders in the operation of their respective divisions;
- In consultation with the respective Division Leaders, evaluate the effectiveness and cost efficiency of services and formulating appropriate recommendations;
- Demonstrating tact and discretion in handling matters of a confidential or politically sensitive nature and to maintain confidentiality;
- Developing, implementing and/or interpreting policies, bylaws, acts, regulations, etc related to the operations of the respective divisions; and,
- This role must become competent within the meaning of the Occupational Health and Safety Act. In addition, this position must become capable of recognizing work hazards and be able to translate same into operational recommendations and requirements

- Lead and motivate a diverse workforce, ensuring effective teamwork and high standards of work quality and performance, resolving conflict, and promoting continuous learning and innovation;

- Provide leadership, coaching, supervision and direction to the Division Leaders of Engineering and Infrastructure and Utilities and Energy Management;
- In consultation with Workforce Development and the Corporate Leader, strategic planning of human capital resources;
- In consultation with Workforce Development, the Corporate Leader and the CAO, provide recommendations for the strategic planning of organizational design in respective division;
- Plan, prioritize and assign work;
- Complete performance reviews for direct reports
- In collaboration with Workforce Development, provide development and training for direct reports.
- Participate in recruitment and make hiring decisions related to the respective divisions.
- Provide technical expertise and guidance to the Engineering and Utilities and Energy Management teams.
Financial Management Level:
- Develop, implement and manage the annual budget for the respective divisions;
- Project financial variances as part of the monthly or quarterly review; monitor and control budgets in collaboration with Finance staff.
- In collaboration with Division Leaders, oversee the divisional budgets, track expenditures, and identify opportunities for cost savings or investment in infrastructure, technology, and talent.
Interaction Level:
Demonstrate high level of organizational and leadership skills. Establish and maintain effective working and leadership relationships with a diverse group of stakeholders and must be able to effectively manage multiple projects concurrently.
Demonstrate a high level of communication skills, both verbal and written to provide advice and direction to Corporate Leadership Team, staff and key external stakeholders.
Internal:
- Daily contact with the respective Division Leaders and staff
- Regular contact with the Corporate Leader to provide information, reports and recommendations;
- With all other municipal staff to share information and assistance as required; and,
External
- With other municipal and government officials including government Ministries and Agencies;
- With Contractors and Consultants to obtain and provide information;
- With the public to answer concerns and provide information.
Physical and Mental Effort:
- Sitting, standing, walking, stairs, lifting up to 10 lbs
- Keyboarding
- May be required to walk on uneven ground
Working Conditions:

- Works within an office environment.
- Some travel may be required.
- Visits to work sites, service facilities and constructions sites as necessary from time to time
Control over Work Schedule
- Office hours are generally Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours per week)
- Attend after hours meetings including Council, Public and Committee meetings as required.
- Work is subject to deadlines and may be required to work overtime to handle workload.
- Lieu time is capped at 35 hours per year
