About the role

The Organization

The APMC was created in 1974 under the Petroleum Marketing Act and is an agent of the Crown working to enhance the value of Alberta’s petroleum resources. On behalf of the Government of Alberta, APMC executes on the government’s direction and currently manages: the marketing of the Crown’s royalty share of conventional crude oil; Alberta’s oil and natural gas royalty reference prices, Alberta’s stake in the Sturgeon Refinery; development of business opportunities to support and enable industry growth; execution of commercial petroleum ventures that benefit Alberta and acts in an advisory capacity on opportunities and issues related to the petroleum industry.

APMC is an arm’s length corporation of the Government of Alberta with a team of highly professional staff dedicated to performance, accountability, and operating with a progressive, innovative lens in all we do, as Albertans and for the sake of all Albertans. The commission works with industry stakeholders across the upstream, midstream and downstream segments, as well as, across government organizations to understand and assess the challenges to realizing the full value of Alberta’s resources and the opportunities to enhance the value of Alberta’s resources.

The APMC is the commercial arm of the Government of Alberta with the Business Development team responsible for exploring value enhancing opportunities for Alberta’s resources and opportunities for building new markets for oil and gas products within North America and abroad.

The Opportunity

Reports to: Senior Manager, Business Development

Location: Calgary, Alberta

Mandate

APMC is seeking a Strategic Analyst – Crude Oil Markets to join its Business Development team. This role will focus on analyzing and interpreting crude oil supply–demand fundamentals, pricing trends, and transportation dynamics in Alberta, across North America, and globally. The successful candidate will provide insights to inform commercial strategy, investment decisions, and market engagement. They will contribute to identifying new business opportunities, supporting policy and pricing development, and enhancing Alberta’s competitiveness in domestic and international crude oil markets. This is a pivotal role requiring strong analytical skills, industry knowledge, and the ability to translate complex data into actionable insights for senior leadership.

Key Accountabilities

  • Develop and maintain models to assess crude oil supply-demand fundamentals , pricing trends, and market dynamics.
  • Track and analyze key market drivers, including production, storage, exports, pipeline infrastructure, refinery utilization, and global crude benchmarks.
  • Synthesize complex data into clear, actionable insights to support price forecasts, basis analysis, and infrastructure assessments.
  • Support long-term scenario analysis, pricing forecasts, and market outlooks for Alberta’s crude oil production.
  • Prepare reports, presentations, and dashboards for internal and external stakeholders, including government and industry partners.
  • Collaborate with leadership on strategic initiatives and commercial ventures to expand Alberta’s market access and optimize the value of crude oil resources.
  • Monitor and interpret policy, regulatory, and geopolitical developments impacting crude oil markets.
  • Contribute to business proposals, presentations, and partnerships that drive revenue growth and expand APMC’s commercial footprint.
  • Provide analytical support for broader organizational initiatives related to Alberta’s energy portfolio and diversification opportunities.

First Year Deliverables / Measures of Success

In the first year, success will be defined by the candidate’s ability to:

  • Develop robust forecasting models for crude oil supply, demand, pricing, and infrastructure dynamics.
  • Deliver a comprehensive market outlook and price forecast report by Q4, including strategic recommendations.
  • Support leadership in executing the crude oil marketing and business development strategy.
  • Identify and assess at least three potential business opportunities or partnerships in crude oil markets.
  • Present well-structured business cases and proposals to support new initiatives.
  • Implement process improvements to enhance efficiency and accuracy in market monitoring and reporting.

Candidate Profile

Education & Experience

  • Bachelor’s or Master’s degree in Business, Finance, Economics, or a related discipline.
  • Minimum 5 years of experience in energy market analysis , with a focus on crude oil (supply-demand, pricing, infrastructure, and global benchmarks).
  • Strong knowledge of Alberta’s oil sector, including production basins, pipeline networks, storage hubs, and refinery operations .
  • Experience analyzing WTI, WCS, Brent , and other crude benchmarks; familiarity with basis pricing and arbitrage opportunities.
  • Exposure to natural gas, NGLs, or power markets is an asset, but crude oil market expertise is essential.
  • Strong communication skills with the ability to translate technical analysis into clear insights for decision-makers.
  • Proven ability in economic and financial modeling, forecasting, and data analytics.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint) and strong data visualization capabilities.
