Reporting to the Manager, Policy & Legislation and Communication, the Policy, Legislation and Communications Analyst designs, develops, implements, and evaluates policy, legislation, and communication programming change. The functions associated with this position affect all divisions of TIN and have implications for other Government of Nunavut departments. The position liaises within TIN, with other departments, and the public—creating public awareness of TIN’s programs and services and providing strategic advice to the Minister, Deputy Minister, Assistant Deputy Minister, and departmental staff. Through effective and responsive policy, legislation, and communications development and analysis, the position directly impacts program and service delivery.

Major Responsibilities For This Position Include

• Following government process in the development of policy and legislation on behalf of departmental clients including planning, issue identification, stakeholder consultation, research and analysis, options analysis, and documentation for Cabinet decision.
• Evaluating existing departmental policies, directives, and programs to determine their effectiveness and alignment with government priorities, including monitoring public and community reaction.
• Assessing proposed policy, legislation, and programs to determine suitability and compatibility with existing frameworks, and analyzing potential political, legal, economic, and financial effects.
• Developing and coordinating briefing materials and documents for sittings of the Legislative Assembly, committees, Federal-Provincial-Territorial meetings, and community events.
• Managing the development and implementation of internal and external communications services, including annual communications plans, media request processes, and departmental communications obligations.
• Acting as ATIPP coordinator and supporting departmental clients with policy tools, consultation plans, and strategic communications advice.

The knowledge, skills, and abilities required for this job are usually obtained through an undergraduate degree in public administration, business administration, communications, journalism, political science, social sciences or a related field, plus two (2) years of related work experience in policy development, legislation and/or communications. Completion of a policy development program (e.g. Government of Nunavut Policy Development and or Advanced Policy Development Program) is an asset.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
