The Opportunity

Development Services is comprised of several branches. The Department's mission is to guide the growth and development of Barrie towards a vibrant, livable and resilient community through development of a strong policy framework for land use decision making and development review services. The Branches work together to implement provincial policies, address corporate strategic objectives and apply best practices in land use planning, development review, technical design review, active transportation implementation and guide development and growth with full support from professional, technical and administrative support staff. Feedback and interaction with a variety of other Departments within the organization, and gained through public consultation, are key to realizing Council and corporate directions, many of which are initiated and commenced through the development process.

The Planning Services Technical Coordinator plays a pivotal role in supporting the City's development planning functions through advanced technical expertise in spatial data management, municipal addressing, development application tracking, statistical analysis and reporting. This position is the subject matter expert for the Development Services Department's data systems and workflows, ensuring the accuracy, accessibility, and integrity of spatial and tabular data used for planning, policy development, and legislative reporting.

The Planning Services Technical Coordinator administers the City's municipal addressing system, facilitates public and statutory meetings, and leads the creation of maps and data visualizations for internal and external stakeholders. The role also supports enterprise-wide initiatives, including ERP transformation, and contributes to grant reporting, housing statistics, and strategic planning. This role plays a critical part in informing strategic planning decisions, supporting Council's housing, growth and governmental funding objectives, and ensuring compliance with provincial legislation through accurate and timely data reporting.

Education (degree/diploma/certifications)

  • Four (4) year University Degree in Urban/Regional Planning, Urban Studies, Geomatics, Statistics, Data Science/Data Analytics or a related discipline
  • Postgraduate specialization in Geographic Information Systems (GIS) is an asset

Experience

  • Three (3) years of experience performing duties related to the major responsibilities of the position
  • Three (3) years of previous experience in GIS applications and municipal planning environments
  • Demonstrated experience in data analysis, mapping, and development application tracking

Knowledge/Skill/Ability

  • General knowledge of the Planning Act and Provincial Planning Statement
  • Working knowledge of the following principles and standards: MPAC, Teranet, and Statistics Canada data
  • Demonstrated ability to:
    • Create, manage, and analyze complex data sets and statistics using spreadsheets and data visualization tools and present findings clearly and concisely
    • Pay high attention to detail and ensure data accuracy
    • Manage multiple priorities and meet deadlines
    • Use discretion and maintain confidentiality when dealing with sensitive information
    • Work using a collaborative and customer-focused approach
    • Train technical staff
  • Intermediate skills include: Change Management; Collaboration; Customer Service; Judgment; Multitasking; Prioritization; Process Mapping; Report Writing; Research; Strategic Thinking; Teamwork; Time Management; Training; Verbal Communication; Written Communication
  • Advanced skills include: Analytical; Attention to Detail; Organizational; Problem Solving; Record-keeping; Technical
  • Intermediate computer literacy using the following systems and software: Microsoft Office Suite, AutoCAD, Adobe Illustrator, Online Meeting Platforms and administration, and online application tracking systems
  • Advanced computer literacy using ArcGIS Pro and ArcMap
  • Availability to attend evening/weekend meetings or to work outside of designated normal hours per week

Conditions of Employment

  • Valid Ontario Class “G” Driver’s Licence in good standing with a reliable vehicle for use on corporate business

  • Satisfactory Criminal Record Check*

Other Important Information

Location: City Hall, 70 Collier Street, Barrie, Ontario*

  • Please note that the City has a Hybrid Work Program Policyin place that may allow a hybrid work arrangement of one (1) remote day per week for employees who meet eligibility requirements

Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement

Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2026 pay range:

    • Pay Level: Level 7 (Under Review)
    • Yearly Salary: $71,635.20 to $85,876.60
    • Hourly Pay Rate: $39.36 to $47.18
