About the role

Principale Fonction:

The work consists of making grounds, buildings and premises inspections in order to ensure observance of the regulations, laws, and ordinances governing construction, demolition, zoning, signs, fire protection, public health, housing, plumbing and ventilation.

Schedule: Monday-Friday 8:30 a.m.-4:30 p.m.

Key Responsability

  • Make technical and detailed inspections of buildings being constructed or renovated, from the beginning of the work to completion according to the permits issued.
  • Make building, grounds and existing premises inspections to ensure their conformity with regulations.
  • Verify the existence of the necessary municipal permits and ensure that the works carried out conform to the regulations, laws and standards that govern the construction, repairs, zoning, and demolition as well as to the plans, estimates, broad outlines and levels approved at time of permit issuance.
  • Demand, if necessary, the stoppage of construction work, repairs or demolition carried out without a permit, or which might present a danger to public security.
  • Carry out tracking of all construction, building and ground sites exploited for parking or for other commercial occupants without a permit and make arrangements which are essential; if necessary, fill out on the spot the licence forms and request citizens to sign them.
  • Judge if a building is in danger regarding the security and health of residents or public, and if required, recommend taking such measures as: barricade, cleaning, eviction or demolition; represent the department on site at the time of eviction and cleaning operations.
  • Visit the buildings and work in the process of demolition to ensure that the work carried out does not constitute a danger to other close buildings and does not affect the safety of the general public.
  • Carry out, as required, preliminary inspections regarding permit applications.
  • Make, as required, the statement of alignments and heights of the buildings in the vicinity relative to the license requests for construction or modification; measure the surface of walkway (general entrance) to put to another use.
  • Make inspections, following complaints from other sections of the department, other municipal services and general public and request, if required, the modifications to be made to correct the situation.
  • Visit the appropriate areas by obtaining municipal numbers, recommend acceptance or refusal and transmit, if necessary, to the applicant the reasons by modifying the refusal.
  • Inspect the ventilation, plumbing conduits, materials, apparatuses, reinforcements, joints, connections, assembling as well as all other items used in the installation of piping.
  • Give authorization to cover the mechanical installations after having carried out the necessary verifications.
  • Verify the state of the plumbing system of plaintiffs in cases of claims against the City for sewer back-up, damage caused by rats and other harmful nuisances, report to division authorities for legal department proceedings.
  • Proceed with various tests to verify the operation, efficiency and airtightness of mechanical systems, detect the presence and concentration of contaminants or pollutants in the air and water used, etc., make appropriate decisions.
  • Estimate the scale of the plumbing work declared by the permit applicants, and recommend, if required, the necessary corrections to the costs of the permits.
  • Verify at the time of the installation of the fire protection systems, the conformity of the installations and their operation.
  • Control the activities carried out on the territory in order to ensure that they are in accordance with legislative and regulatory arrangements; establish the requirements in order to ensure the conformity of the area planned for these activities.
  • Determine in which case a notice should be served; prepare and sign notices, violation tickets, etc., by indicating the nature of the contravention(s), the measures to be taken for rectification, the delays to conform and include any appropriate information or documentation; extend, if necessary, the delays for compliance.
  • Explain, upon request, to the proprietor or resident at fault the nature of the infractions as well as the measures to be taken to rectify the situation. Verify if the modifications required were made and failing this, recommend the appropriate unit to refer the file for legal procedure.
  • Take photographs, as required, prepare a report of his activities and provide statistical data.
  • Complete a file for each inspection and include all information required to support proof of non conformity to the laws and regulations that he is charged to enforce; illustrate his comments by way of sketch, outline plans, photos, etc.
  • May be called upon to testify in court for legal proceedings initiated by the City or for files in his responsibility.
  • Prepare, as required, certain files to clarify the arbitration committee.
  • Communicate with other municipal services or pertinent organizations to facilitate the settlement of files or to prepare complaint forms, recommendations, as required.
  • Recommend the approval of issuance of certain permits when the premises or works are in conformity with the regulations.
  • Use various office automation equipment, as may be required, to perform certain tasks related to the job, using appropriate programming.
  • Undertake any other related duties.

Skills, Knowledge and Expertise

  • Specialized College Education (CEGEP) in relevant sector and profile, Architecture Technician.
  • 1 year of similar work experience.
  • Bilingual: written and spoken.
  • Certificate-card of general health and security course issued by the “Association paritaire pour la santé et la sécurité au travail” of the construction industry.
  • Knowledge of regulations, laws and ordinances regarding construction, demolition, zoning, signs, fire protection, public health, housing, ventilation and plumbing.
  • Knowledge in materials and construction methods.
  • Knowledge in reading and interpretation of plans.
  • Knowledge usual methods of inspection.
