JOB SUMMARY

Reporting to the Senior Manager, Fiscal Management Services, the Manager, Fiscal Management Services will be responsible for the implementation, maintenance, evaluation, and improvement of financial reporting processes, policy, and procedures, accounting operations, performance management, financial systems, and treasury functions in accordance with Surrey Schools policies, collective agreements, and statutory requirements.

The Manager, Fiscal Management Services is responsible for leading the day-to-day operations of the Fiscal Management department, including accounts receivable, accounts payable and other cash management and treasury functions, ensuring accurate and timely preparation of month end close and financial reporting, effective systems management, and compliance with regulatory requirements. This role supervises a team of finance professionals, oversees external reporting, manages special purpose funds, and supports organizational development through continuous improvement and staff training.

The Manager will provide effective leadership, vision, and direction to the school district’s fiscal management services function and provide a strong level of support to the Senior Manager, Fiscal Management Services.

RESPONSIBILITES

Leadership & Staff Management

  • Supervise and guide Fiscal Management Services team, fostering a culture of quality, continuous improvement, collaboration and strong customer service.
  • Oversee implementation of departmental goals and performance benchmarks aligned with strategic objectives.
  • Monitor staff performance, attendance, and resolve personnel issues including conflict, absenteeism, and performance concerns.
  • Provide coaching, mentorship, and professional development opportunities.
  • Ensure proper allocation of work and timely, accurate completion of tasks.

Financial Reporting & Compliance

  • Oversee all aspects of accounting operations – A/P, A/R, general ledger entries, account reconciliations, credit card expense report reconciliation, and school financial review, wire transfers.
  • Deliver timely and accurate financial processing, monthly/quarterly/annual financial statements, and key account reconciliations to ensure the District’s reporting meets statutory and legislative requirements.
  • Support the District’s decision making by providing timely and accurate financial information (e.g., variance analytics, accounting standards analysis, accounting processes, etc.) and recommendations to Senior Leadership.
  • Prepare cashflow projections allowing forecast and analysis towards recommendations on cash targets to support day-to-day operations, funds available for investment, and efficient liquidity management.
  • Prepare a wide variety of materials of support for financial statements, working papers / reports for external auditors, Board Trustees, Secretary Treasurer, department administrators, etc
  • Oversee preparation of Statement of Financial Information, Charity Returns, and other financial reports to external stakeholders.
  • Maintain compliance with Public Sector Accounting Standards and other regulatory requirements.

Systems & Controls

  • Review data integrity and internal controls within financial systems
  • Oversee security access for financial software across schools and within the Fiscal Management Services department
  • Review and approve journal entries and ensure adherence to financial policies and procedures
  • Provide recommendations for policy and process improvements

Stakeholder Engagement

  • Communicate with internal departments and external agencies to resolve issues and provide financial guidance.
  • Respond to internal and external financial inquiries, including sensitive or confidential matters.
  • Provide training and support on financial systems and reporting tools.

Other Duties

  • Stay current with financial technologies and practices.
  • Perform other responsibilities and special projects as assigned by the Senior Manager, Fiscal Management Services.

QUALIFICATIONS

Education & Experience

  • A professional accounting designation (CPA) in good standing is required

  • Minimum 5 to 7 years progressive accounting experience in financial reporting and analysis, financial operations, administration, and assurance, and working with integrated computerized system

  • Minimum 3 years of previous management/supervisory experience with proven ability to lead, manage, and develop people and collaborative relationships at all levels

  • Strong understanding and knowledge of Public Sector Accounting Standards (PSAS)

  • Excellent communication skills, both written and verbal, with a strong focus on customer service.

  • Strong analytical and problem-solving skills with forward thinking application

  • Proven ability to exercise tact and diplomacy, confidentiality, and conflict resolution skills.

  • An understanding of and respect for the diverse values and culture of a school district environment.

  • Strong knowledge of accounting procedures and financial reporting practices.

  • Demonstrated ability to summarize and present complex financial data in an organized and concise manner with a strong attention to detail

  • Strong computer skills, proficiency with spreadsheet programs (Microsoft Office Suite), and demonstrated ability to use various financial software packages and databases to perform financial analyses and develop reports.

The salary range for this position is $101,086 to $126,357 per year with comprehensive benefits package and Municipal Pension.

Placement in the salary range is determined by an assessment of qualifications and ability to meet the key requirements of the job, and consideration of internal equity comparisons. The midpoint of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
