About the role

Supervises maintenance projects and the daily maintenance operations for Durham District School Board’s (DDSB) facilities both owned and leased. Directs all maintenance activities, to align with the organization’s strategic objectives and ensure compliance with relevant regulations and legislative standards, and Ministry directives. Prioritizes the creation of a safe and functional environment for staff, students, and the public. Manages and supervises maintenance personnel.

Key Responsibilities Supervise the Maintenance Team

  • Provide guidance and leadership to the team as needed.
  • Manage internal, external, and union employees to ensure adherence to budgets, timelines, and requirements.
  • Offer mentoring, coaching, and discipline when required.
  • Identify potential obstacles and reassign workloads as necessary.
  • Organize, plan, and schedule staffing requirements.
  • Conduct interviews and select new hires, including internal and external contractors.
  • Oversee contractor management, including prequalification, negotiations, hiring, and payment approvals.

Union/Labour Issues

  • Manage union staff in compliance with the Collective Agreement.
  • Oversee vacancy fillings, staff transfers, and vacation requests per the Collective Agreement.
  • Approve timesheets and address performance concerns as per union guidelines.
  • Handle disciplinary actions, leaves of absence, and return-to-work processes.
  • Manage workload distribution for union staff in accordance with the Collective Agreement.
  • Oversee termination processes in compliance with union regulations.
  • Ensure union staff receive appropriate training to perform their duties effectively.

Supervise Maintenance Operations

  • Supervise facility maintenance and repair operations.
  • Review and analyze maintenance requests, prioritize tasks, and manage within assigned budgets.
  • Manage unforeseen, major emergency costs efficiently.
  • Conduct technical analysis and make critical decisions to determine work priorities.
  • Identify required materials and services, collaborating with the purchasing team for procurement.
  • Ensure procurement aligns with DDSB policies, Ministry requirements, and legislative regulations.
  • Work with suppliers and contractors to ensure quality and compliance with DDSB standards.
  • Required to participate in On-Call scheduled rotations for urgent or emergency facility operational matters for all DDSB sites outside of regular working hours.

Project Management

  • Monitor project progress to ensure timelines and budgets are met, in compliance with DDSB policies, Ministry requirements, and legislative regulations.
  • Provide regular progress reports to internal and external participants.
  • Identify current and future project issues and lead the development of solutions.
  • Review, authorize, and negotiate change requests, contracts, change orders, progress drawings, and contractor/supplier invoices.
  • Ensure all project documentation is kept up to date.
  • Collaborate with external technical resources (architects, engineers) for successful project delivery.
  • Partner with Purchasing to manage the tendering process, including preparation of tender documents.
  • Oversee and manage small maintenance projects and life/safety inspections from planning to completion, including design, procurement, maintenance, and approvals.

Internal Partnership

  • Provide maintenance recommendations to DDSB departments based on technical expertise.
  • Ensure maintenance and accessibility requirements are met securely, efficiently, and cost-effectively.
  • Ensure compliance with DDSB policies, Ministry requirements, and legislative regulations.
  • Partner with other Facilities Services teams to provide technical support for maintenance activities.

Work Order Administration

  • Manage the workflow of maintenance requests, including creating, assigning, and overseeing work orders to ensure timely and effective completion
  • Monitor staff performance and conduct operational efficiency checks
  • Review and analyze resources (time, materials) used to complete work orders.

Qualifications And Skills

  • Supervisory skills including a demonstrated ability to effectively motivate and lead union and non-union staff.
  • Knowledge of maintenance, pertaining to all aspects of facilities projects (renovations, additions, new facilities, day-to-day operations).
  • Working knowledge of relevant legislation, regulations, and codes.
  • Ability to review comprehensive documents containing legal, technical terminology.
  • Ability to use various software packages related to facilities maintenance.

Education

  • Completion of a college diploma in a technical, related field or combination of education, training and experience deemed to be equivalent.
  • The Maintenance Supervisor must be a member/have a certificate from OACETT (Ontario Association of Certified Engineering Technicians and Technologists) or have a Certificate of Qualification or an equivalent combination of related education and extensive hands-on experience in facilities maintenance, construction, or building systems.

Experience

  • 5 years of relevant experience in areas such as Facilities Maintenance, Construction, Building Operations, etc.
  • 2 years experience managing a departmental budget.
  • 5 years experience supervising staff preferred.
  • 2 years experience working through procurement processes preferred.

Additional Information

  • This is a 35 hour per week, permanent position.
  • Provide a current criminal record and judicial matters check (CRJMC) screening upon hire.
