Primary Duties

The Engineering Technologist will support the design, development, inspection, operation and maintenance of the gas distribution, water distribution, wastewater collection and electrical distribution systems and facilitate the safe and reliable delivery of Utilities Kingston’s services.

Key Responsibilities

Oversee the implementation and construction of civil works, ensuring compliance with regulatory standards, design specifications and health and safety requirements. Inspect private properties for conformance with municipal water and sewer-use by-laws. Perform private development deficiency inspections for municipal assumptions. Design and develop civil engineering drawings for the construction and maintenance of gas distribution, water distribution, wastewater collection and electrical distribution systems for design review. Review, evaluate, recommend and advise on new land development and redevelopment project applications and designs to ensure adherence to provincial, municipal and utility regulatory requirements and specifications. Develop and modify drawing standards and specifications for approval and inclusion in Utilities Kingston and the City of Kingston standard contract documents, subdivision and site plan guidelines. Provide comments/recommendations to the City Planning Department on approvals to planning and development applications and designs. Conduct investigations and conditional assessments of the physical assets of the utility systems and provide recommendations on upgrades and repairs. Record and maintain records pertaining to daily inspection logbooks, operations and routine maintenance and drinking water sampling results in accordance with regulatory requirements. Plan, organize and schedule work assigned to subcontractors. Act as the on-site contract administrator representative and liaise between all stakeholders on civil works contracts and projects. Collect operational system data and conduct data analysis and capacity reviews on operational utility systems. Survey as-built conditions of construction and development projects and produce drawings and engineering documentation for integration into UK GIS map database. Comply with all health and safety requirements, maintain a safe work environment, report hazards and promote a culture of safety in the workplace.

Education, Certification and Other Qualifications Required

Post-secondary diploma in Civil Engineering Certified Engineering Technologist (CET) or working towards 3+ years’ experience in a similar role Class G drivers’ licence

Knowledge, Skills & Abilities

Advanced ability to interpret civil engineering drawings Advanced knowledge of gas distribution, water distribution, wastewater collection and electrical distribution systems construction and civil works Advanced knowledge of water and sewer use by-laws Advanced knowledge of Book-7 Traffic Control Guidelines Advanced knowledge of O.Reg.210/01: Oil and Gas Pipeline Systems Advanced AutoCAD skills Knowledge of AutoCAD Civil 3D is preferred Intermediate knowledge of CAN/CSA Z-662 and CAN/CSA B-149 Intermediate verbal communication and technical writing skills Intermediate ability to use electronic locating equipment and GPS surveying equipment Intermediate project and budget management skills Intermediate knowledge and application of the Ontario Provincial Standard Specifications (OPSS) and Ontario Provincial Standard Drawings (OPSD) Intermediate knowledge of Occupational Health and Safety requirements as it relates to individual, organizational and operational requirements
