Project Manager/Leader - Senior (RQ10628) Ministry of Public and Business Service Delivery and Procurement | 21 College Street, Toronto, Ontario (Onsite)
Contract: May 4, 2026 – September 24, 2026 (100 business days, 380-day extension possible)
About The Role We are looking for a highly skilled Senior Project Manager to provide leadership for JTS application solutions potentially integrating COTS products, .NET modules, and custom components requiring CRJMC clearance. Our ideal candidate excels at creating comprehensive business cases, IT roadmaps, briefing notes, and operational deliverables following OPS methodologies, with strong Agile experience and technical oversight of Azure Cloud, .NET, Oracle, SQL Server, DevOps, and mobile technologies. They will lead technical teams through complex, multi-stakeholder environments with changing priorities while managing scope, time, cost, risks, and integrated project plans.
This leadership role requires mission-critical application experience (OTIS-like systems), rollout strategy expertise for mobile solutions, and political acuity to navigate organizational dynamics while ensuring customer satisfaction and knowledge transfer to internal staff.
What You'll Do
Lead project teams through business case development, technical solution evaluation, and delivery execution.
Must Haves
- Leading/creating business cases, roadmaps, briefing notes, operational deliverables per OPS guidelines.
- Project Management credentials/experience (Agile processes).
- .NET technologies (ASP.NET, ADO.NET), MS Windows, MS SQL Server, Java/Oracle, Team Foundation Server, MS Office proficiency.
- OPS project lifecycle methodology knowledge.
Key Deliverables
- Lead teams in complex, multi-stakeholder environments toward high-quality deliverables.
- Develop/maintain integrated project plans per OPS methodologies.
- Manage scope, time, cost; track/resolve issues; mitigate risks.
- Create solution requirement specifications, options analysis, business cases.
- Provide architectural guidance, technical leadership.
- Prepare project plans, charters, PMO documentation.
- Ensure Enterprise Architecture governance compliance.
Experience And Skill Set Requirements Project Management & Leadership (40%)
- Strong Project/Product Management including Agile.
- Briefing notes, presentation decks, solution options analysis, IT estimates.
- Project schedules, plans, issue/risk logs, status reports.
- SDLC/Agile concepts; resource management; stakeholder facilitation.
Technical Skills (30%)
- Mission Critical applications (OTIS - Offender Tracking Information System).
- Managing technical teams: Azure Cloud, Mobile, .NET, Oracle, SQL Server, DevOps, CoPilot.
- Mobile solution rollout strategies.
- Risk analysis, prioritization, mitigation throughout lifecycle.
Communication & Team Skills (10%)
- Collaborative relationships across teams, clients, partners.
- Superior written/verbal communication for briefings/presentations.
- Consultation/negotiation to influence stakeholders.
Public Service Experience (10%)
- 2+ years creating business cases, IT roadmaps, briefing notes in OPS/similar enterprise.
Political Acuity (10%)
- Navigate organizational politics tactfully.
- Anticipate/resolve concerns for senior decision makers.
Position Details
- Location: 21 College Street, Toronto, Ontario (Onsite: 7.25 hrs/day, 8:00 AM-5:00 PM Mon-Fri)
- Hours: 7.25 hours per day
- Security Clearance: CRJMC
- Start Date: May 4, 2026 (subject to clearance/contract timelines)
- End Date: September 24, 2026 (380-day extension possible; VOR MSA expires April 5, 2027 w/6-mo survival)
