About the role

How will you CONTRIBUTE and GROW?

Within the region the incumbent will be the sponsor and custodian of national strategies, policies and programs. Assume the role of technical leader and lead/participate in regional projects. As applicable, will be responsible to execute projects in the region. Assure the continuous improvement and the efficiency of the cylinder operations in terms of # cyl/man/mth and $/m3. Provides direct support to train and qualify cylinder operations operators and non-bulk distribution drivers. Provides direct support to meet Air Liquide Management System (ALMS) requirements , all while promoting ALC’s safety and quality objectives.

Key Responsibilities

  • Ensures Regulatory Compliance: Responsible for compliance of all locations within the area in regards to all laws and regulations. Ensures that all necessary permits are issued and valid. Investigates and reports on any non-compliance. Holds direct role in the regulatory watch for the region in relation to cylinder operations.
  • Validates Design: Lead / participate in the definition of scope and specification of projects planned for the region. Ensures that all aspects of the Design Validation process have been performed. Ensures that Ready for Start-up Reviews are performed if required. Coordinates and/or participates actively in the development and implementation of projects within the area. All projects have to be executed using PM@AL (project management at Air Liquide) process .
  • Is responsible for Risk Management: Ensures that risk assessment studies have been performed at all locations within the area according to the prescribed method. Ensures that re-assessments are performed as per the schedule. Ensures plans are put in place to remedy or mitigate situations that have been identified as being hazardous. Ensures that Elements Important for Safety (EIS) have been established and are respected so employees and the assets of the company are protected and available to provide products for clients in a reliable manner. Ensures that all facilities that fill cylinders have an emergency preparedness plan. Participates in the preparation of this plan when required.
  • Supports Training & Qualification: Ensures that training plans have been prepared in all the facilities and that they are implemented. Gives training as required. Provides support in qualifying plant personnel as required. Organizes and/or facilitates training of new and existing operating and supervisory personnel. Is responsible to support the region to meet training and qualification targets.
  • Operations – Manage the Production and Maintenance Management: Ensures that facilities have up-to-date operating manuals. Provide support in writing SOPs to provide plant personnel with appropriate training material. Ensures that the Best Practices for the Management of a Filling Plant are being adhered to (ref. Technical reference manual). Promotes, develops and implements continuous improvement and optimization of operational methods, either production or supply chain processes. Develops efficiencies and sets production standards. Follow up plant production and performance indicator tools and takes necessary actions to support the region to attain set targets for $/m3. Is responsible to support efficiency projects initiatives. Monitors expenses and cost allocation, and coordinates with local management actions to control them within budget. Ensures that the preventative maintenance system (CMMS) is in place and aligned with the maintenance strategy. Poses required actions with local management when this system is not fully implemented or maintained. Ensures implementation of critical equipment maintenance as defined in risk assessment studies. Ensures skills, competencies and resources are adequate for maintenance operations Trains resources associated with plant maintenance.
  • Is responsible for Management of Change (MOC) and certifications: Receives and assesses requests for changes. The assessment of change includes analysis of the impact on safety, health, environment, reliability, and quality, and identifies the applicable ALC standards, local mandatory regulations, standards, codes and laws. Approves and implements the change or elevates it to the next tier, as required. Is responsible for providing support to the region to maintain ISO certification (9000), Health Canada certification (medical filling), Transport Canada certification (cylinder retest centers), and any other certification related to the cylinder operations in the region.
  • Investigates and audits accidents: Ensures that all accidents, near misses and incidents reported in filling plants are reported and investigated and that remediation actions are implemented. May be called upon to lead the investigation team. Identifies unsafe situations and practices. Issues recommendations and follows up on the implementation. Provide support in developing and implementing corrective actions. Audits cylinder filling operations according to the audit plan. Ensures that the action plans generated from the audits are completed. Perform technical and IMS self-audits to support the region’s audit targets.

Are you a MATCH?

  • Diploma: Bachelor’s degree in mechanical, chemical or industrial engineering
  • Training: IMS, quality systems, train the trainer, PM@AL, CMMS, CMS preferable
  • Knowledge: Piping and pressure vessel codes, oral and written communication skills, management of human resources, project management, financial analysis.
  • Experience: 5 years of experience preferably in the compressed gas or petrochemical industry. Certified Engineer
