Applications Architect - Senior (RQ10291) Ministry of Children, Community and Social Services | Toronto, Ontario (Onsite)
Contract: April 1, 2026 – March 31, 2027 (240 business days, probable extension)
About The Role We are looking for a highly skilled Senior Applications Architect with 15+ years of Enterprise Architecture experience to design and govern complex Microsoft Power Platform solutions for sensitive data environments. Our ideal candidate has deep expertise in Zachman/TOGAF frameworks, AGP governance, TRA/CSA/PIA processes, and Microsoft Azure ecosystem including Power Automate, Databricks, and FHIR integration. They will excel in every phase—from governance artifact development to reference architecture design, CI/CD pipeline implementation, and microservices strategy—ensuring compliance, scalability, and AODA accessibility across enterprise solutions.
Collaborating with DevOps engineers, security teams, infrastructure, and executives, the architect must drive consensus across conflicting priorities while promoting industry standards and test-driven development. The ideal candidate demonstrates comprehensive knowledge of Medallion Architecture, OAuth/Entra ID security, Azure Blob Storage metadata for record retention, and FHIR/SMART on FHIR healthcare standards. They must strategically influence testing strategies, perform peer reviews, and recommend architectural changes without compromising production reliability or security.
This role provides architectural leadership for MCCSS initiatives requiring CRJMC security clearance.
What You'll Do
Lead enterprise architecture governance and technical implementation across application, technology, security, and information domains.
Must Haves
- 15+ years with Enterprise Architecture frameworks (Zachman, TOGAF).
- Develop EA governance artifacts (application/technology/security/information); Zachman, AGP, TRA/CSA, PIA.
- Microsoft Power Platform (Model Driven Apps, Power Automate), Azure Cloud Services, Databricks.
- FHIR knowledge (RESTful API, FHIR Servers, SMART on FHIR).
- Medallion Architecture expertise.
Experience And Skill Set Requirements Architecture Experience (80%)
- Enterprise Architecture across application/technology/security/information domains.
- Zachman framework, AGP Governance, PIA/TRA/RMR, CSA for sensitive cloud data.
- Record keeping/retention metadata requirements.
- Microsoft Power Platform: Model Driven Apps, Power Automate, Azure AD/Storage/DevOps, Databricks.
- Azure Blob Storage: REST API integration, metadata for record retention.
- Security: OAuth, Entra ID, OBO, Conditional Access, MFA.
- Healthcare: FHIR RESTful API, FHIR Servers, SMART on FHIR.
- Data: Enterprise/industry data modeling, process/object modeling, data warehousing, security.
- Modern: Microservices, service mesh, customer portals, AI/ML implementation.
- DevOps: CI/CD pipeline design/implementation, TDD environments, test automation strategy.
- Quality: Peer reviews, reference architecture updates, design patterns, industry standards.
- AODA compliance and accessibility standards.
Communication, Stakeholder Management & Problem Solving (20%)
- Agile methodology/practices; project management framework integration.
- Cross-divisional stakeholder management (infrastructure/security/operations).
- Drive consensus across conflicting priorities; build stakeholder relationships.
- Present complex ideas to executives/non-technical audiences.
- Analytical/problem-solving/decision-making; verbal/written communication/negotiation skills.
Position Details
- Location: Toronto, Ontario (Onsite: Mon-Fri 8:00-5:00 PM excluding lunch; 7.25 hrs/day)
- Hours: 7.25 hours per day
- Security Clearance: CRJMC
- Start Date: April 1, 2026
- End Date: March 31, 2027 (probable extension)
