Halifax Regional Municipality is inviting applications for 2 (two) permanent positions of Background and Security Investigator Halifax Regional Police (HRP).

The Background and Security Investigator operates within the Background Security Clearance unit in conjunction with Human Resources. This position is to assist the Background Security Clearance Unit with HRP’s recruitment processes through the completion of thorough, timely and effective background and security clearance investigations.

Reporting to the Sergeant in charge of the Background and Security Clearance Unit, the Background & Security Clearance Investigator will be responsible for conducting thorough investigations into the backgrounds of individuals applying for employment with Halifax Regional Police or Halifax Regional Municipality employees providing services for Halifax Regional Police. You will gather and analyze information obtained through interviews, reference checks, databases, and other sources to validate the accuracy of applicants’ claims and assess their risk level. The successful candidate will have strong research and analytical skills, excellent attention to detail, and the ability to handle sensitive and confidential information.

DUTIES AND RESPONSIBILITIES:

  • Receives, processes, and tracks all incoming requests and forms for background and security clearance checks, ensuring regular and timely updates on progress are made

  • Conduct comprehensive background investigations on individuals applying for employment.

  • Gather and analyze information from various sources such as interviews, reference checks, databases, court records, financial reports, and social media platforms.

  • Conduct interviews with applicants, references, and contacts to verify provided information and identify potential risks. This may require site visits.

  • Utilize various investigative techniques to uncover discrepancies, inconsistencies, and potential red flags in applicants’ backgrounds.

  • Compile detailed reports summarizing investigation findings, including relevant facts, analysis with salient points highlighted

  • Performs additional duties as assigned

  • Collaborate with law enforcement agencies, government entities, and other professionals as needed to acquire additional information and validate findings.

  • Stay updated with current laws, regulations, and industry best practices related to background investigations.

  • Maintain strict confidentiality and handle sensitive information appropriately during the entire investigative process.

  • Prepare and present findings to clients, management, or legal representatives when required.

  • Provide assistance and guidance to colleagues involved in background investigations, ensuring compliance with policies and industry standards.

QUALIFICATIONS:
Education and Experience:

  • Grade 12

  • A minimum of three (3) years' experience in conducting background investigations or law enforcement investigations

  • Valid Nova Scotia Driver’s License Class 5 with no restrictions

Technical / Job Specific Knowledge and Abilities:

  • Demonstrated interviewing and investigative skills

  • Excellent written and verbal communication and interpersonal skills

  • Strong administration, organizational & time management skills

  • Strong working knowledge of Versadex and CPIC

  • Demonstrated research and analytical skills

  • Demonstrated ability to exercise sound judgement, discretion and objectivity, and maintain confidentiality

  • Demonstrated ability to work to deadlines

  • Proficient computer skills in applications such as Word, Excel, Adobe

Security Clearance Requirements: Before an offer is made the top candidate will be required to complete the background & security clearance process. You will be given a security & background booklet to complete and return to Human Resources. The results of the Background & Security screening are confidential and only a pass or fail result is released to Human Resources. You will be thoroughly investigated to determine your suitability to meet security clearance requirements. Your references and previous employers may be contacted, and family and friends may be contacted and/or visited during this stage.

Please Note: Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing may be tested in a group setting, scheduled at the employer’s discretion.

WORK STATUS: Permanent, full-time

HOURS OF WORK: Core hours are 8:00 a.m. to 5:00 p.m., Monday to Friday, 80 hours bi-weekly, in an office environment.

SALARY: $72,727.72 (Step 1) per year as per the Halifax Regional Police Association Collective Agreement

WORK LOCATION: Halifax Regional Police Headquarters, 1975 Gottingen Street, Halifax. Work location can be changed according to operational requirements. Some travel between work locations will be required.
