Transportation Technician II - Development Services (ID: 54131)

Working within the Urban Planning and Economy department, you will perform technical evaluations of development permits and land development applications. You will collaborate closely with internal teams and external community partners to ensure transportation requirements meet the City's long-term vision.
What will you do?
- Review, technical evaluation and identification of any transportation requirements associated with Development Permit Applications and/ or Land Development Applications
- Apply knowledge of transportation engineering, including transit, active transportation, traffic operations, engineering design and construction standards, in reviewing Development Permit Applications and/or Land Development Applications (subdivision, rezoning, plan amendment, road closure, etc.)
- Ensure compliance with City of Edmonton policies, bylaws, and the City of Edmonton guiding documents (such as City Plan, Zoning Bylaw, Access Management Guidelines, City of Edmonton Complete Streets Design and Construction Specifications, Plans in Effect)
- Identify and establish precise transportation requirements and conditions for applications to ensure compliance with City bylaws and design standards
- Liaise and negotiate with applicants, consultants, and utility agencies to resolve complex transportation and access issues
- Review internal circulations and utility line assignments to prevent conflicts with existing or future infrastructure
- Organize and lead meetings with various collaborators to discuss application findings and recommendations.
- Complete written responses that clearly and concisely include all transportation requirements precisely established as conditions and advisements of an application
- Liaise and collaborate with applicants, consultants, other City staff, utilities, and other affected agencies and business partners to resolve issues
- Organize, lead, and participate in meetings with applicants, property owners, consultants, utility agencies, and other City staff related to proposed applications and transportation related issues
Qualifications:
- Two-year diploma in Civil Engineering Technology or a related field from a recognized institute of technology.
- Five years of experience in transportation planning, civil engineering, and/or traffic operations.
- Direct experience in land use planning and reviewing development applications.
Assets :
- Certified Engineering Technologist (CET) designation
Skills required for success :
- In-depth grasp of the land development process within the Edmonton context
- Proficiency in transportation engineering and planning principles and practices
- Expertise in the Zoning Bylaw, Access Management Guidelines, and Complete Streets Design and Construction Standards
- Interpretation of site plans, architectural drawings, design plans, and technical specifications
- Advanced computer proficiency with Google Suite, Pictometry, POSSE, and SLIM
- Management of high-volume workloads and competing priorities with strong attention to detail
- Proven negotiation and customer service skills used to find workable solutions for complex problems
- Professional written communication for drafting clear emails, technical memos, and formal letters
- Collaborative mindset for working effectively within a team environment
- Critical thinking to weigh risks and navigate the technical requirements of an evolving industry

Conditions of Employment :
- Compliance with the City of Edmonton’s safety standards for Personal Protective Equipment (PPE), such as wearing steel-toe boots, gloves, goggles, sunscreen and coveralls

Work Environment :
- This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
- The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement, and the incumbent will be notified in advance
- This role works primarily in an indoor setting
- This is a public-facing role and requires engagement and interaction with diverse people from various backgrounds with different needs, expectations and emotional states
