What can you expect from this position?
Reporting to the Director, Talent & Organizational Effectiveness, the Program Manager, Talent Management & Performance is accountable for designing, evolving, and delivering enterprise‑wide talent and performance programs that support GTAA’s transformation agenda. This role drives a data and outcomes‑focused approach to talent management leveraging analytics, systems thinking, and strong stakeholder engagement to enable better leader capability, simpler employee experiences, and measurable business impact. Working closely with HR Service Delivery, HR Systems, Analytics, Compensation, Engagement & Culture, Internal Communications, and business leaders, you will build enduring capability across the enterprise—ensuring talent and performance programs are well governed, widely adopted, and seamlessly integrated, turning insight into action and continuously strengthening how leaders make decisions that grow people and performance.
As a Program Manager, Talent Management & Performance, you will:
- Design, evolve, and deliver enterprise‑wide talent management and performance programs aligned to GTAA’s transformation agenda, including goal setting, performance management, talent reviews, and succession practices.
- Deliver and maintain a multi‑year roadmap for talent and performance initiatives, translating business needs into clear outcomes, success metrics, and program requirements.
- Lead continuous improvement efforts to simplify, modernize, and enhance talent processes, leveraging employee and leader feedback, data, and industry best practices.
- Drive the talent and performance technology roadmap in partnership with HR Systems and HR Service Delivery, including system enhancements, configuration, integrations, and workflow optimization.
- Establish and maintain robust measurement frameworks, KPIs, and dashboards to assess adoption, quality, equity, and effectiveness of talent programs.
- Develop forward‑looking insights using analytics and business intelligence to help leaders anticipate talent and performance risks and opportunities.
- Translate complex data and insights into clear, executive‑ready narratives and actionable recommendations for senior leaders and HR stakeholders.
- Lead change management, communications, and enablement efforts to drive enterprise‑wide adoption, including toolkits, playbooks, job aids, and learning resources.
- Act as a cross‑functional integrator across HR COEs, HR Service Delivery, Compensation, Engagement & Culture, Internal Communications, and business leaders.
- Provide governance and oversight for annual and ongoing talent and performance cycles, ensuring consistency, quality, and timely execution.
This is the role for you, if you have:
- 5–8+ years of progressive experience in Talent Management, Performance Management, HR Transformation, People Analytics, or related disciplines.
- Demonstrated experience designing and delivering enterprise‑level programs in a complex, transformation‑oriented organization.
- Strong analytics and business intelligence capability, including defining KPI frameworks, interpreting dashboards, and translating data into insights and actions.
- Hands‑on experience working with HR systems and talent/performance platforms, including leading enhancements or implementations.
- Experience establishing data governance practices to support data quality, consistency, privacy, and reliable reporting.
- Proven ability to influence and collaborate across multiple stakeholder groups without direct authority.
- Strong program and project management skills, with the ability to manage competing priorities, risks, and dependencies.
- Exceptional communication skills, including executive‑level storytelling and stakeholder engagement.
- A post‑secondary degree in Human Resources, Business, Organizational Development, Analytics, or a related field (or equivalent combination of education and experience).
- Demonstrated experience working in a customer‑centric environment.
- Ability to obtain and retain Transportation Security Clearance at the designated level for the position.
